At present,the construction of a new type of think tank system with Chinese characteristics is in full swing.The folk think tank is an important part of the new type of think tank with Chinese characteristics,but it has not played its due value.As the country's think tanks present the status quo of "officials and strong people",the folk think tanks survive in the cracks.However,this does not deny the value of private intelligence stocks,especially the value of the independence of private think tanks.In this context,we must pay attention to the construction of folk think tanks,especially to ensure the independence of the private think tanks.The independence of the private think tank refers to the concept that the think tank enjoys political independence,financial independence,personnel independence,and independent thinking.They are closely related and mutually complementary,and together constitute the concept of the independence of the private think tank.The independence of the private think tank determines the quality and influence of the research results of the think tank to a certain extent,and is of great significance to its own development.And the Brookings Institution has always maintained a high degree of independence,become the world's leading think tank.In view of this,this paper takes the Brookings Institutional Independence Research as the theme,and uses the public policy paradox field theory and collaborative innovation theory to analyze the independence of the society.Through the analysis of the development history,purpose and culture,status quo of the Brookings Institution,we can more fully understand the general situation of the Institute.The reasons for theformation of the society's independence mainly include that the society is the "spokesman" of civil society,supported by the spirit of critical questioning by the public,funded by civil organizations and foundations,enjoys a loose speech environment and political system,and can recruit outstanding talents from the global range,etc.At the same time,learning independence has the value of maintaining tension with the government or political parties,ensuring sufficient funds for research projects,ensuring the autonomy of professional talent sources,and ensuring the objectivity and authenticity of intellectual products.In addition,the independence of the institute is mainly manifested as political independence,financial independence,personnel independence and ideological independence.Then it analyzes the influence of the Brookings Institution on the global scale from the aspects of politics,economy,education and diplomacy.The independent experience of the Brookings Institution is worthy of affirmation,but when we covetate its independent experience,we should not simply copy it,we must combine the basic national conditions of our country,absorb the essence to use for us.In view of this,this study comes to the following three inspirations:Firstly,the government to promote scientific and democratic decision-making process,the government should establish and improve the policies and regulations,improve the system of decision-making consultation service,and explore the revolving door system with Chinese characteristics,to folk think-tank independence development provides the necessary legal policy guarantee;Secondly,In the process of social participation,we should fully mobilize the enthusiasm of civil society,extensively collect social funds,encourage the establishment of civilthink tanks,and lay the social foundation for the independent development of civil think tanks;Finally In the process of its own development,the think tank should formulate donation regulations,employ multidisciplinary talents,optimize the way of achievement promotion,and ensure the independent development of private think tank from within the think tank.
