The construction of new type of the relationship between government and commerce has already been one of the most significant topic during the modern time when China steps in to the deep water of the comprehensively deepening reform.This paper analyzes the historical consistence,in which the nature of the relationship is still that the government who controls the power also grasps the key of econmy,while the businessmen have to struggle under the feet of government,without any independent identity and guarantee of fair gameplay.In that case,the businessmen are forced to cooperate with govenment,while still have to fight for their own rights.This situation,unfortunately,sinks into the typical Prisoner's Dilemma.Combined with the former achievement by the other scholars,by analyzing the the value of Federation of Industry and commerce and pointing out the problems from the perspectives of Third Party Orgnization,this paper tries to offer the possible solutions for the future development.We believe that:in order to build up a new type of the relationship between government and commerce,it has to firstly build up a sound system and a law-based mechanism,through which the government and the enterprise can make clear the boundary of legal rights and behaviors for each other.At the same time,the government has to halt the intervention in the micro marketfield,so as to give the full play to the so called Invisible Hand.Given that the former requirements are met,a well-developed Third Party Orgnization can be able to effectively help the government and the commerce out of the Prisoner's Dilemma and finally achieve the better Nash Equilibrium.
