The Study Of Existing Problems And Strategies In Government’s Support On Family Farms In Underdeveloped Areas Illustrated By The Case Of Jianou City,Fujian

Developing family farm is an important way to improve the agricultural intensive management level in underdeveloped areas.At present,the family farm in China is in the key period of accelerating development,but it still faces many unfavorable factors,and desiderate governmental support and guidance.Although the government has carried out active exploration and practice in support,the overall measures are insufficient,effects are not obvious,and there are still many problems.In the historical background of implementing the rural vitalization strategy,this thesis elaborates the necessity and significance of government’s support on family farm’s development in underdeveloped areas with the theories of Public Policy,Market Failure and Government intervention,Goverment failure.Then it analyzes the current condition of family farm’s development in Jianou,specifically elaborates the practice and effect of the support from local government.Though these measures have gained certain achievements,there are still problems such as propaganda and guidance are not inadequate,supervision and confirmation are not complete,measures of land circulation are not very effective,financial supports are not enough,construction of social service system is delayed and talent development is slow,which are mainly caused by the factors of development stage,ideological understanding,institutional norms and function orientation.At last,based on the comparison and borrowing of advanced experience from other governments,this thesis offers suggestions on optimizing governments5 support,which are improving ideological understanding and strengthening propaganda and guidance,improving access system and strengthening supervision and management,improving related measures and promoting ordered land circulation,innovating financial policies and increasing financial support,improving public service and accelerating the construction of public service system,accelerating the training of professionals and increasing new occupation farmers.
