Study On The Role Of Government In The Development Of Lushan Family Farm

As a new type of agricultural operation subject integrating the dual advantages of family operation and enterprise operation,the birth of family farm is conducive to promoting the efficient connection between small farmers and modern agriculture,and has important strategic significance for promoting agricultural supply-side structural reform,effective implementation of rural revitalization strategy and agricultural and rural modernization.The Lushan mountain city family farm because of the lagged idea of individual farms,planting and aquiculture technology and supporting service facilities,the influence of such factors as well can lead to the development of local agriculture overall level ascending slowly,lack of family farm development basic power,which is this article topic,namely the family farm provides a platform for the government role in the development of research.However,due to the deviation of the government’s cognition of service-oriented concept and the inelasticity of the government’s public policy implementation,the government’s role in promoting the development of family farms will not be fully played.So that rural revitalization of Lushan mountain city family farm era environment government role in the development of research,needs both from the perspective of local governments,the good measure between policy making and policy implementation effect,the difference of the spur a clear government policy object,strengthen government support,conform to the farm in order to achieve the desired effect of the government;At the same time,farmers should be guided to evaluate the effect of government,so as to provide detailed practical reference for farm development based on the real psychological needs of the target.Based on the theory of service-oriented government,this paper systematically analyzes the role of government in the development of family farms in Lushan city from four aspects of policy support,talent cultivation,cultural construction and agricultural socialized service system by means of literature analysis,questionnaire survey and interview.The results show that: 1.Lushan Government has provided economic support for the development of local family farms,carried out talent cultivation,organized cultural construction and provided socialized agricultural services;2.In the process of developing family farms,the government still has some problems,such as the overall deployment of policy support is not connected,the supply and demand of talent cultivation is not matched,the endogenous effect of cultural construction is not obvious,and the quality construction of agricultural socialized service system is relatively backward;3.Optimization of Lushan mountain city government roles in the family farm development path can be from the supply side of the implementation of policy support reform as a whole,establish and improve the coordination mechanism of supply and demand of talent cultivating,stimulate endogenous culture construction of power normalization,perfecting agricultural socialized service support good training mechanism,etc,so as to promote efficient sustainable development of Lushan mountain city family farm.
