Encouraging Urban Professionals To Participate In The Study Of Public Policies For Vitalizing Rural Areas In Hebei Province

General Secretary Xi Jinping put forward the strategy of Rural Revitalization for the first time in the report of the Nineteenth National Congress of the Communist Party of China.Implementing the strategy of Rural Revitalization is the general grasp of the work of "agriculture,countryside and farmers" in the new period.The key of the strategy of Rural Revitalization is the talent revitalization.The talent is the foundation and the foundation.We should grasp the talent as the first resource and the first element.In the Opinions of the Central Committee of the CPC and the State Council on the Implementation of the Strategy of Rural Revitalization,it is clearly pointed out that the whole society should be brought together to strengthen the support of talents for Rural Revitalization and encourage people from all walks of life to devote themselves to rural construction.Therefore,it is of great and far-reaching practical significance to systematically study and plan the talent support strategy for rural rejuvenation and to lead the overall rural rejuvenation with talent rejuvenation.The local talent revitalization is facing some common challenges.The Hebei Provincial Government has not yet promulgated a special policy to encourage urban professionals to participate in the rural revitalization,and the supporting policies and mechanisms to encourage all kinds of talents to join the Rural Revitalization team have not yet formed.Therefore,this paper takes the urban professionals and the main body of the implementation of the Rural Revitalization Strategy in Hebei Province as the research object,using the methods of questionnaire survey,interview and literature analysis,to explore effective ways to encourage urban professionals to participate in the Rural Revitalization strategy,and to provide reference for the relevant departments of Hebei Province to promulgate relevant policies.The first part of this paper is an introduction.This paper explains the background,significance,ideas,methods and innovations of this topic,and according to "the development of urban-rural integration and the implementation of Rural Revitalization Strategy are essentially interlinked,through the in-depth analysis of urban-rural integration,we can better grasp the essence of rural revitalization;encourage urban professionals to transfer from urbanrelated posts to rural areas to serve the construction of rural revitalization,Essentially,it belongs to the research field of talent flow and rational allocation of human resources.One of the most important parts of the Rural Revitalization plate is to realize the talent revitalization,which is an important part of the rural revitalization.From these perspectives,this paper makes a literature review on urban-rural integration,talent flow and talent revitalization at home and abroad.The second part is the basic theory and logical relationship of this paper.It clearly defines the three important concepts of rural revitalization,urban professionals and public policy in this paper.At the same time,it elaborates the three theories of urban-rural integration development theory,talent flow theory and policy function theory in detail,which lays the theoretical foundation of this paper.It also analyses the possibility and reality of encouraging urban professionals to participate in the strategy of rural revitalization,and studies its inherent logical connection,which lays the foundation for further writing of this paper.The third,fourth and fifth parts are the main body of this paper.From the three perspectives of the supply side of rural rejuvenation talents-urban professionals,the demand side of rural rejuvenation talents-the main body of implementing the strategy of rural rejuvenation and the docking between supply and demand sides,the supply capacity of urban professionals and their subjective willingness and preference to participate in rural rejuvenation are summarized and analyzed by means of data statistics,questionnaires and interviews.And policy expectations;the specific needs and policy support of the main body of rural rejuvenation implementation;the obstacles and improvement measures between supply and demand sides in the docking,etc.,finally lay the foundation for giving policy recommendations to encourage urban professionals to participate in rural rejuvenation in Hebei comprehensively,systematically and scientifically.The last part summarizes the problems from the first three perspectives and gives policy suggestions on encouraging urban professionals to participate in Rural Revitalization in Hebei Province from various perspectives by drawing lessons from other provinces and municipalities' policies to attract professionals.These suggestions mainly include: setting up a mechanism to safeguard the interests of talents,classifying and formulating talent policies,precisely implementing policies,giving full play to the role of government guidance,safeguarding the relevant rights and interests of the main body of rural revitalization,strengthening the publicity of policies,improving the docking mechanism of talent supply and demand information,and establishing a policy feedback mechanism.Each policy proposal has a detailed explanation,which is scientific and feasible.
