A Study On The Problems And Countermeasures Of Carrying Out Rural Revitalization Strategy In Western China

The report of the 19 th National Congress of the Communist Party of China regards "the implementation of the strategy of rural revitalization" as one of the seven national strategies,which is a major strategic plan for China's entry into the new era of socialism with Chinese characteristics.It is an important measure to solve the main contradiction in our country,and it is also the system design for realizing the two centenary goals.On the basis of this,the paper guided by Xi Jinping Thought on socialism with Chinese characteristics for a New Era,how to implement the rural revitalization strategy in the western region including that how to find and solve these problems.using the method of empirical research,taking the Wushan County of Chongqing as an example,carrying out the analysis and synthesis on the basis of obtaining the first-hand material,taking the problem as the guide,using the relevant theory of Marxism,is to in-depth analysis of the practical problems,then to put forward some constructive measures to enrich the practice case of the rural revitalization strategy,and to provide the availability material for the country to develop the rural revitalization plan so as to constantly promote the implementation process of the rural revitalization strategy.The whole text is divided into five chapters.In the first chapter,the background,purpose and significance of the topic are set forth in this paper.At the same time,the research status of the research in home and abroad is also stated,then generally describe the research contents,key and difficult point,innovation point of the text.The second chapter focuses on the theoretical source and practice basis of the rural revitalization strategy,and makes a general discussion on the relevant theories,and lays a solid theoretical foundation for the implementation of the rural revitalization strategy.At the same time,the text analyzes and summarizes the practical experience related to the existing rural revitalization,and provides the practical basis and experience for solving the countermeasures in the process of the rural revitalization.The third chapter focuses on the practical problems faced by the implementation of the rural revitalization strategy in the western region,and through the investigation and the collection of relevant data,it is found that in the course of the implementation of the rural revitalization strategy in the western region,the common problems arising from various parts of the country,such as the structural contradictions of the industry,the environmental deterioration and so on,it is more urgent that there are outstanding personality problems,such as the overall development of the terrain conditions,the long and hard way to win the fight against poverty and the difficulty of the small farmers to integrate into the modern market system,and the like.And by the combination of the general character and the personality problem we can find that the reasons include the natural conditions economic development,human culture,ecological environment,organization construction and institutional mechanism and so on.The fourth chapter sums up and analyses the path of the rural revitalization abroad,and draws and summarizes the successful experiences and the lessons of the failure,and provides the enlightenment for our country's implementation of the rural revitalization strategy.The fifth chapter is major part of the paper,and puts forward seven countermeasures to promote the rural revitalization process in the light of the actual problems faced by the western region: first,the precondition of the implementation of the rural revitalization strategy in the western region should be to win the battle against poverty,It is determined by the special circumstances of the large-scale poor village in the western region,and as the preliminary work well be done,it is necessary to talk about how to carry out the rural revitalization;secondly,the concrete planning should be made in many aspects of industry,human resources,culture,organization and ecology.This is the main framework for the implementation of the rural revitalization strategy: the industrial revitalization is regarded as the economic base,and the specific measures should be implemented to promote the industrial development by deepening the structural reform of the agricultural supply side,and to promote the development of the industry with the modern transformation of small-scale farmers.The characteristic global tourism as the new blood is injected into the industry revitalization,and human resources is playing a core role in the progress of revitalization.In order to strengthen integrated community team is relating to “agriculture,rural regions and rural peoples”,the new type of professional farmers should be cultivated to play their main role;Improve the average level of education in rural regions by calculating the teachers and professional person;Calling for intelligent person to devote into the construction of the rural regions.The culture is the spiritual pillar in the revitalization process,deeply-seat excavate excellent local culture to strengthen the self-confidence of the rural culture,to adhere to the rural culture self-improvement in the creative transformation of the traditional culture of our country,and the ecological protection is a long-term solution of the renewal rural region.We should adhere to the green development and enhance the environmental protection consciousness to realize the target of beautiful China;The well establishing organization is the political guarantee,strengthening construction of the grass-roots party and playing its central role is to build the rural governance system and improve the governance ability of the grass-roots party organizations;In the end,we should implement the ultimate goal of realizing the integration of urban and rural areas,and set up an institutional mechanism for the development of urban and rural integration in order to establish a standard for the successful implementation of the rural revitalization strategy,which are the most difficult issues to regenerate rural economic.So,the goal of the development of urban and rural integration is to be used to measure the country's ability to implement all-round development.
