Research On Public Policy Of Rural Revitalization In Heilongjiang Province

The strategy of rural revitalization is a major strategic plan put forward by the 19th National Congress of the Communist Party of China.Heilongjiang province ranks first in China's agricultural provinces,and it is more important to implement the strategic plan of rural revitalization.In order to better implement the strategy of rural revitalization,we must fully implement the requirements of the 19th National Congress,give priority to various resources in rural areas,establish a more complete policy system in terms of industry,ecology,culture and life,and accelerate the integration of urban and rural development and agricultural modernization.Through the study of the rural revitalization of Heilongjiang province,the development of Heilongjiang province's countryside has been put on a healthy track of science,sustainability and rapid development by means of public policy,so that the rural economy,social development and public services in Heilongjiang province have been improved.In theory,the content of public policy of rural revitalization is enriched,and in practice,from the perspective of public policy,it provides new solutions for the realization of rural revitalization in Heilongjiang Province.From the perspective of public policy,on the basis of the current situation of the implementation of the public policy for rural development in Heilongjiang province,the problems and reasons of the current public policy are found from five aspects:fiscal policy,talent and employment policy,land policy,industrial policy and science,education and health policy.It is found that the policies of financial subsidies are not sufficiently inclusive,the targets of talents and employment policies are not clear,the optimal allocation of industrial policies is unreasonable,the protection of arable land policies is weak,and the feedback mechanism of scientific,educational and health policies is missing.The reasons for this include the lack of policy research,the lag in policy adjustment,and the lack of financial support to influence the prediction of public policy adjustment.According to the problems and causes of the problems,through the analysis of the domestic and foreign examples of rural construction development,the advanced experience is summarized,and the public policy suggestions for improving the rural revitalization in Heilongjiang province are put forward.First,we need to improve the policy of financial subsidies in rural areas,enrich the content of financial subsidies,increase financial subsidies,and optimize the structure of financial expenditures.Second,we need to improve the content of policies for the development and employment of talents,build up advanced and pragmatic cadres,and train high-level rural construction talents and professional farmers.Third,we will improve policies to promote the modernization of industries,promote the coordinated development of the first,second and third industries in Heilongjiang Province,pay attention to the synchronization of agricultural development,and promote the modernization of rural areas with special towns.Fourth,we need to revise and improve the land policy,extend the life span of land use,improve the policy of farmland protection and subsidies,and strictly implement the combination of land protection policies and protection.Fifth,we should implement policies on cultural science and technology that are adapted to local conditions,promote the integration of scenic cities in the development of cultural tourism,improve incentive policies to stimulate the enthusiasm of villagers,vigorously promote the development of science and technology and the construction of rural culture,and establish a sound monitoring and feedback mechanism.We will create a rural environment with Heilongjiang characteristics and promote the development of villages with the improvement of science and technology.Sixth,we will step up policy research,improve the professionalism of researchers,do a good job in all aspects of research,and seek truth from facts and go deep into scientific research on the ground.
