Evaluation Of Sci-tech Achievements Transformation Ability Of Military-civilian Integration Enterprises In MianYang

The military-civilian integration strategy is an important strategic layout made by the central government according to the current situation of China’s social development.Military-civilian integration enterprises are regarded as the natural carrier of military-civilian dual-use technology interoperability,which is driving force for the implementation of military-civilian integration strategies.Nowadays,Barriers still exist between military and civilian industries.The sci-tech intermediary service system is not sound and financing channel is sole,which severely curb the level of sci-tech achievements transformation in military-civilian integrated enterprises.A comprehensive evaluation to transformation ability of sci-tech achievements of military-civilian integration enterprises would effectively identify problems in the transformation process and practically find out the various obstacles in the transformation to improve transformation efficiency.It provides practical theoretical support for enterprise operation and management.This paper is based on the macro-policy from military and civilian integration to coordinated development of science and technology.The military-civilian integration enterprise was refined as "Military to civilian" enterprises and "People join the army" enterprises.Respectively refer to state-owned military industrial enterprises,restructuring of corporate research institutes and new high-tech enterprises,civilian assembly manufacturing enterprises.The study show that the process of military-civilian integration enterprise’s sci-tech achievements transformation conforms to the general sci-tech achievements transformation.Thus,On the basis of the sci-tech achievements transformation ability index system,the military nature of military-civilian integration enterprises was taken into consideration,and national defense benefits index was added,thus an index system of the sci-tech achievements transformation ability of military-civilian integration enterprises is established from three aspects including innovation ability,supporting ability and transformation effect.To build the grey relation between evaluation indexes by gray relative analysis method,and the FAHPEntropy coupled weighting method is used to calculate the weight of indexes at all levels.Thus an evaluation model based on gray relative analysis and coupled weighting method is established to evaluate the transformation ability of military-civilian integration enterprises in sci-tech achievements in Mianyang.The result shows:From 2012 to 2017,sci-tech achievements transformation ability have significantly improved in Mianyang military-civilian integration enterprises,among which the supporting ability and transformation effect have been steadily increasing,and the innovation ability has fluctuated greatly.In the future,Mianyang military-civilian integration enterprises need to improve their innovation ability.According to their own characteristics,enterprises with research and development ability can develop in civil-military integration areas which government mainly supporting.In order to obtain long-term financial support.Enterprises with less innovation ability should strengthen the communication each other to cluster superior resources and expand the competitiveness.
