Research On The Polycentric Governance For Improving Innovation Ability Of The Military-civilian Integration Hi-tech Industry Clusters

With the intensification of military technology competition,the improvement of independent innovation capacity and hi-tech weaponries R&D and manufacturing capacity has become increasingly critical to the development of the Science technology and industry for national defense.This paper has,reviewed research status and clarified related conceptions,based on the research on related theories of industrial cluster,regional innovation system,polycentric governance,then analyzed the relationship between polycentric governance and hi-tech industrial cluster innovation capability,as the theoretical basis of this paper.The third part of the paper combined with the empirical research on governance experience of several typical military-civilian integration hi-tech industry clusters,present governance situation of Jiangsu province,and Danyang national military-civilian integration industry demonstration base.Empirical research further proves that the better the effect of polycentric governance of military-civilian integration high-tech industrial cluster,the stronger its innovation ability is.Evaluating the effect of polycentric governance can reflect the innovation ability of high-tech industrial clusters.After that,put forward the indexing system for evaluation on the effect of polycentric governance of military-civilian integration hi-tech industry clusters covering industry-university-research cooperation,R&D input,patent quality,knowledge spillover,civil military integration industry efficiency and innovation environment.In addition,this paper has established the fuzzy synthetic evaluation model for polycentric governance of military-civilian integration hi-tech industry clusters by adopting subjective weighting method to assign weights according to index characteristics,and applied the model to make empirical evaluation on the effect of polycentric governance of major military-civilian integration industry demonstration bases of Jiangsu province,as well as put forward optimized paths for improvement of polycentric governance against general problems of those bases,with a view to providing local governments with certain decision-making basis.
