Research On The Evaluation Of The Implementation Effect Of The Policy Of Scientific And Technological Achievements Transformation In Colleges And Universities In Shaanxi Province

Nowadays,the global economic pattern is moving towards an era of innovative economy,the complicated and changeable situation at home and abroad puts forward more urgent requirements for accelerating innovation driven development of China.As a major province of higher education,Shaanxi has the intense sense of missions and responsibilities to encourage the application of advances in science and technology for national innovation.Shaanxi provincial government has carried out a series of policy to accelerate the transformation of scientific and technological achievements in universities,but problems still exist such as unobstructed transformation path and low conversion level.The paper is to evaluate the effect of scientific and technological achievement transformation policy in Shaanxi universities,find the problems and put forward optimization suggestions.Based on the government performance management theory and policy evaluation theory,the paper evaluates the effect of the scientific and technological achievement transformation policy in Shaanxi universities from 2014 to 2020.Firstly,the paper reviews the achievement transformation and policy at home and abroad.Secondly,it analyzes the policy with three main perspectives including supply-oriented policy,demand-oriented policy and environmental policy,constructs an evaluation index system of the implementation effect of the policy of transforming scientific and technological achievements in Shaanxi universities.Thirdly,it uses the fuzzy comprehensive evaluation and comparative analysis method to consider the influence of the administration of the policy.On the basis of the advanced policy and experience of other countries or regions,this research raises several suggestions on completing the theory-practice transformation by using the triple helix theory.The results have revealed that: the overall effect of policy implementation from the year2014 to 2020 has demonstrated a positive tendency with an average annual growth rate of50.22 percent.Demand-oriented policy tools have played a positive role in stimulating the vitality of enterprises and other market entities with the highest rating and the biggest increase,showing the positive role of policy in stimulating the vitality of market entities,whereas the entrusted funds of enterprises and public institutions and the registered amount of "four technology" contracts grew slowly,it reflects that the policies to strengthen the main role of enterprises in the transformation need to be strengthened.According to the number of patent applications,the amount of patent sale contracts and other indicators are scored,the research finds that policy still need to be strengthened in the aspects of "breaking the fifth" and promoting the pilot-scale transformation of scientific and technological achievements.The average score of supply-oriented policy tools is the lowest,reflecting the government’s insufficient investment in funds and talents for the transformation of achievement transformation in universities.The growth rate of environmental-based policy tools is the lowest,the main reason of which is dragged down by the overall economic development of Shaanxi province,the imperfect service system of professional technology transfer in universities,and the poor environment of promoting the transformation.This research raises several suggestions on completing the theory-practice transformation in Shanxi universities by strengthening strategic integration among universities,enterprises and the government,strengthening government-industry-academic collaborative innovation,improving the environment for the transformation of scientific and technological achievements in universities.
