Study On Standardized Management Of Waste Fixed-point Recyclers In Urban Communities

Since the reform and opening-up,China has made splendid achievements in economic construction,but it also faces series problems such as environmental destruction and excessive consumption of resources.Beijing and other large and medium-sized cities are facing challenges in rubbish management.The report in Nineteenth National Congress of the Communist Party of China pointed out:China should build an environmental governance system which were led by government,enterprises as the main body,with the social organizations and public participating in.The work of waste recycling group contributes to the "reduction and resource" of waste management,and they will be the social forces that can not be neglected in the system,especially the "community waste fixed-point collector" in the front-end of the recycling chain.With prosperous economy and trade and strong resident consuming ability,the College Road Street gathered a large number of waste recycling practitioners,which are very representative in the country.But the public organization's management to this group is not enough standard,and this makes the research of academia very necessary.In this paper,using the literature method and the interview method,taking the College Street of Haidian District as the research scope,taking the community waste collector as the research object,through the first-hand material obtained by the interview survey of the group,and combining with the interview data of the management department,the author systematically studies the standardized management of the group.Firstly,this paper presents the basic characteristics,work status and income of community waste collector.Secondly,this paper sums up the current public administration from four aspects,which are government departments,grass-roots management organizations,specific management methods and regulatory policies.Third,the author analyzes a number of irregularities in the current management,such as the emergence of management vacuum,the management of extensive lag,laws and regulations to be perfected.The reasons behind the problems are the lack of government attention to management,public awareness,and unsound management mechanism.Finally,the author suggests that the government should pay more attention to the recycling work,strengthen the publicity and guide to the public,perfect the regulation policy and perfect the management mechanism.The article emphasizes that under the background of "non-capital function",we should properly protect the recycling enthusiasm of the recyclers and ensure that the waste products can be used rationally and flow into the regular channels.
