Study On The Problems And Countermeasures Of Correction Work In Suizhou Zengdu District

Community correction originated in Europe and America,and developed rapidly after the Second World War.Community correction is recognized by most countries in the world and adopted by many countries.Judging from the trend of the development of penalty in the world,the penalty system has entered the stage of non-custodial punishment,and has gradually become an irreversible worldwide trend.Community correction system originated from the practice of common law national courts,and our country has incorporated it into the judicial system as a foreign product.In recent years,community correction as a new criminal law concept and penalty enforcement system has been introduced into China’s judicial practice.The legislation and practice of community correction in our country mainly originates from the exploration of the former Soviet Union and its own laws.The practice of the substantive meaning of community correction in our country is the creation and implementation of the control penalty.From 2003 to the present,the domestic community correction has gone through more than 10 years.China has established the system of’’social correction"through the form of law in the Penal Amendment(eight).At present,China is public Inspection law department and other departments are groping for meticulous provisions to promote China’s community correction system on the road of legalization and standardization.Since the pilot,community correction of our country has not only improved the quality of the educational transformation of criminals,promoted the civilization of punishment and the better return of criminals to society,conducive to the harmonious and stable social security order,reducing the cost of state execution,the effect is obvious.However,the problems existing in law and practice in the work of"social correction"in China are gradually exposed.Because many people have a single understanding of the way of punishment,it leads to a lack of recognition of community correction work.Limited by the establishment,the grass-roots"social correction"institutions have fewer personnel,especially the grassroots justice to undertake more work,resulting in the"social correction"management appears to be overstretched.At the same time,the lack of social forces to participate,for this grassroots"social correction"work force appears to be"alone"and so on.The author feels the necessity of studying the work of"social correction".Based on the personal research interest,the author makes full use of the practice of Community correction work in Suizhou Zengdu District Judicial Bureau,after extensive access to relevant literature at home and abroad,has carried on the research to the"social correction"work of Suizhou Zengdu District in Hubei province,and then points out the insufficiency of the domestic"social correction"work,carries on the detailed analysis,Put forward practical suggestions,with a view to the continuous development and improvement of domestic"social correction" work.
