Complex ethnic relations are the main obstacle in the process of democratization in Bhutan.Since Bhutan's five-year plan for economic development in 1961,a large number of Lhotsampa people have moved from Nepal to southern Bhutan and soon became the most ethnic minority in Bhutan.The continued expansion of the Lhotsampa size and its rising political and cultural appeals have made the Bhutanese government wary;At the same time,The emergence of Sikkim's real problem of being annexed by India due to national problems also prompted the Bhutanese government to strengthen the identity of a single nation to consolidate state rule.In 1989,Bhutan promoted the nationalist policy of “one nation,one country”.A large number of Lhotsampa people were excluded from Bhutanese citizenship and the Bhutanese refugee crisis broke out.Since the outbreak of the refugee crisis,the refugee crisis has continued to be unresolved due to various aspects involving Bhutan,Nepal and India.More than 100,000 refugees have been stranded in refugee camps in eastern Nepal for decades.The refugee camp and its surrounding areas have a poor living environment and high levels of violent criminal activity.The long delay in the refugee issue has aroused widespread concern in the international community.In 2006,the third-country resettlement plan proposed by the United States and other Western countries was officially launched.A large number of refugees were resettled in European and American countries.However,in the long run,this resettlement program failed to completely solve the Bhutanese refugee problem.
