The construction of the Guangdong-Hong Kong-Macao Greater Bay Area has entered the formal track with the announcement of the planning outline.In the construction process of the Greater Bay Area,how to give full play to the advantages of Guangdong,Hong Kong and Macao under the framework of "one country,two systems" policy,so as to promote the in-depth cooperation between mainland cities and Hong Kong and Macao,combining the development of Hong Kong and Macao with the development of the country is crucial.This paper traces the origin of the Guangdong-Hong Kong-Macao cooperation from the Small Pearl River Delta to the Greater Pearl River Delta,from the Pan-Pearl River Delta to the Guangdong-Hong Kong-Macao Greater Bay Area,which means that the Guangdong-Hong Kong-Macao cooperation has moved from the era of Urban Agglomeration to the era of Bay Area.The key to the development of Bay Area lies in the coordination between Guangdong,Hong Kong and Macao.Based on the theory of “Intergovernmental Relations” “Collaborative Governance” and “Networked Governance”,this paper constructs a research approach combining dynamics and statics.Starting from the Inter-governmental competition and cooperation and game state of governments,the formation logic of the current coordinated management of the Greater Bay Area in Guangdong,Hong Kong and Macao and the development dilemma has been combed both theoretically and practically.The collaborative management experience of the urban agglomeration and international group,New York,San Francisco and Tokyo three major Bay Areas is summarized.This paper proposes to build a regional governance coordination mechanism and a network-based inter-provincial ecological model in the top-level design level.At the organizational operation level,we must pay attention to the combination of institutional synergy and policy integration and establish a multi-participation mechanism for improving social governance.In terms of implementation,it is necessary to speed up the construction of the network infrastructure and build an e-government service system in the Greater Bay Area,so as to promote regional synergy integration in the Greater Bay Area. |
