The United States is a country with a populist tradition.This kind of tradition is rooted in the American concept of the founding of the nation-the supremacy of individual rights,which is precisely the basic concept and core content of populism.In other words,the political culture of the United States naturally has the genes of populism.Later,the United States legally confirmed individual rights in the form of the Federal Constitution and the Bill of Rights.Based on this,the populist movement in American history has never stopped,becoming a unique social movement and political phenomenon.Andrew Jackson came to power with a wave of populism and was elected the seventh president of the United States.This is the first typical populist politics in the period of"domestic politics”in the United States.Jackson's populist political reform not only adapted to the requirements of capitalist economic development,but also improved and perfected the democratic system of the United States.The current US President Donald Trump is another president elected by the tide of populism.Different from Jackson's period,the current populist wave in the United States was mainly caused by the in-depth development of economic globalization,which can be regarded as the typical populist in the period of"international politics".The transfer of American industry caused by globalization,the competition for employment and social resources by immigrants,the unfair distribution of income,which are the inducement of the outbreak of populism.Trump's policy agenda is also proposed and implemented in accordance with these issues.According to the above research,when the civil rights are violated or cannot be satisfied,the populist movement will break out in the United States.In the American political system based on voter politics,populism has a great influence on the internal and external policies of the United States,which forces the political values of the United States to always adhere to the orientation of civil rights.And,the elite have to face up to the reasonable demands of populism and incorporate it into the policy.This kind of institutional design in the United States maintains the dual balance between populism and elite politics,effectively curbing populism within the scope of democracy,thus maintaining political stability and promoting the renewal and development of American politics and economy in a timely and appropriate manner.However,the current plight faced by Trump have been very different from those of the Jackson period.This is the challenge that globalization poses to American political governance.It remains to be seen whether the United States will be able to absorb populism and limit its populist model in accordance with the elite politics of the past.
