Dependency Or Autonomy:The Action Logic Of Grassroots Organizations In Urban Communities

This paper takes the grassroots organization of urban communities as an active actor in the field of urban communities.The actors in the field are not structural puppets,but are extremely dynamic.The actors can actively act,transform or reconstruct the structure under the constraints of the structure.These positive actions can be called action strategies.In the urban grassroots society,the grassroots organizations of urban communities are in the community field dominated by community neighborhood committees.For sustainable survival and development,the grassroots organizations as active actors are bound to form an action strategy to change the established structure.The various strategies formed by grassroots organizations in urban communities are necessarily based on certain target incentives or constraints.Such target incentives or constraints are the action logic that prompts urban community grassroots organizations to make strategic choices.This article is dedicated to analyzing and discussing the logic behind the actions behind the different action strategies of grassroots organizations in urban communities.Through three typical case analysis,it is found that L organization,Q drum group and C dance team have experienced the growth process from germination,initial creation,growth to maturity,but formed a heterogeneous action strategy.Through the transformation of organizational nature,L organization gains recognition,absorbs integration,shapes authority,obeys the community,and captures resources.These specific action strategies gradually form a growth strategy of dependent development;Q drum art group "creates momentum,attracts attention" and "The specific action strategies of internal reengineering,resolving the crisis,"cooperating with the community,fulfilling the promise" and using the "weapons of the weak" gradually formed a growth strategy of swinging development;C dance team strengthened team building and strengthened the internal building.Participating in activities,competing to support resources,expand funding channels,adhere to the specific action strategies of independence and independence,and gradually formed a relatively independent growth strategy.Although the grassroots organizations of the three typical communities have similar growth trajectories,they show different action strategies.However,this paper believes that the action logic that drives the grassroots organizations of three typical communities to make heterogeneous action strategies is the same.This logic include three aspects.The first is(identity)legitimacy,the second is power,and the third is resource dependence.Specifically,the legality(identity)includes three dimensions:legal legitimacy,administrative legitimacy,and social legitimacy;the power includes two dimensions:discourse power and participation rights;the resource dependence mainly points to the grassroots of urban communities.Material resources such as funds,venues,and project training that the organization relies on.This paper believes that it is the unbalanced distribution and combination of legitimacy,power and resources between community neighborhood committees and community grassroots organizations that encourages the formation of different action strategies for urban community grassroots organizations.Furthermore,this logic is also shaped by the changes in macro-social structure.On the one hand,this is closely related to the technological turn of the country's grassroots governance since the reform and opening up.The state has delegated power to the society in some areas,but it has re-produced the control of society through more refined means;on the other hand,this also with China.The imbalance of the development of civil society is not unrelated.It is the imbalance of the development of Chinese civil society that makes the grassroots organizations in the urban grassroots society have to change between dependency and autonomy.
