This year coincides with the 40th anniversary of the reform and opening up.Different fields in the country are summing up and reflecting on the gains and losses and experience of the past forty years.In the historical process of reform and opening up,Shenzhen is a frontier.It is not only the place where the economic system reform was first tried and achieved great achievements,but also one of the cities with the early start and the most remarkable achievements in social system reform.This macro background has given birth to the author's initial ideas and attempts to conduct research on the theme of social work in Shenzhen's grassroots social governance.The author has a brief review of the development history of social work in Shenzhen,and a participatory study of the M community in Shenzhen during the two periods.The author finds that the practice and function of social work(including the organization and talents as the main body)involved in grassroots community governance is not "reasonable" as we imagined.The actual situation is that the government introduces social work in a way that is absorbed,and the latter enters the relevant service field in an embedded manner.Under this "absorption-embedding" logic,the government and social work do not act toward a certain consensus goal,but present a very complex interaction in practice.And at different times,they showed a relationship of division and unity.This tension has led to the author's curiosity:What is the action logic of local governments introducing social work and social work to participate in community governance?Why do the two subjects have a division and unity in action?What kind of action strategy does the social work organization adopt under different community governance structures to adapt to the governance network which is shaped by the grassroots governance scenario?With the above-mentioned problem consciousness,the author makes a critical review of the existing theoretical perspective,and forms an analytical framework of "structural autonomy" based on the theoretical ideas related to structure and autonomy.The author adopts a qualitative research method to analyze the action practice of social work participation in community governance and its internal mechanism in the M community during the two periods.The study found that during the period of the community service center,the social social organization of the S social work service organization and the community power body formed a seemingly "equal parallel" community governance structure,but actually highlighted the inequality between the two.There fore,it was replaced by the X agency after the end of the contract period.During the period of the community party service center,the party's core leading role in community governance was strengthened.The original social worker's team was included under the leadership of the community comprehensive party committee.The team of the X social work organization seems to belong to the vassal of the community power.In fact,under this kind of governance structure,some action strategies have been used to obtain a certain degree of autonomy,and thus the relationship with the street power authority and community residents is more harmonious.The above two time periods form two different governance modes.Behind the first model is the "single management" logic that social work institutions with insufficient capacity under parallel power competition are excluded and suspended in community governance.The second model reflects the core integration of community party organizations in community governance.It creates space for social work organizations to use the corresponding political resources and exert their professional advantages under this structure,and initially forms the logic of"cooperation and construction".The author further points out that the above different governance logic is mainly based on the elastic interaction between the community governance structure and the organizational characteristics of the social work organization itself.At the same time,social work organizations have also formed a "structured autonomy" action mechanism for participating in community governance in this process by"external autonomy" given by the institutional environment and "inherent autonomy" born by self-capacity building.In a sense,this mechanism is the integration or transcendence of the dual paradigm of dominant political and social relations,and it is expected to further form a new integrated paradigm for social work to participate in community governance.
