Research On The Construction Of Public Legal Service System At The Grass-roots Units

Jianghan District of Wuhan finds that the corresponding supporting system of Jianghan District is not perfect,which makes it difficult for Jianghan District to carry out the public legal service work in depth when it completes the task of public legal service system construction issued by the Ministry of Justice,Hubei Province and Wuhan City.Since 2014,the Ministry of Justice has promulgated seven policy documents to promote the national public legal service informatization construction,while ignoring the construction of the system framework as a prerequisite for the system construction,which makes the development of the public legal service system in Jianghan District limp and makes it difficult to carry out the system construction in an all-round and balanced way.To improve the public legal service system in Jianghan District,we should first clarify the framework of the public legal service system in Jianghan District according to the current situation of the public legal service system in Jianghan District.Few provinces and municipalities in the whole country have built the system framework in the system construction.The construction of the framework is the master grasp of the system structure and the overall development of the system construction by the main body of the overall planning of public legal services.The framework of public legal service system should include six parts:product system,platform system,talent institution system,supply system and quality evaluation system.The product system is the core of the public legal service system and the content of the whole system of public legal service;the platform system is the way to obtain services on the demand side of public legal service and the expression form of the content of the public legal service system;the talent institution system provides talent supply for the supply system of public legal service and service choice for the demand side;and the supply system provides service choice for the demand side.The demand side and supply side of public legal services provide market and transaction rules;the quality evaluation system evaluates,evaluates and appraises each service to ensure the quality of service.In order to improve the public legal service system in Jianghan District,the coordinating subject of public legal service in Jianghan District should,within the framework of a complete system and in accordance with the actual situation in Jianghan District,improve the existing rudimentary but relatively loose policy system,product system,talent institution system,supply system and quality evaluation system,and continue to build a platform system in accordance with the requirements of the Ministry of Justice.The unified public legal service system in Jianghan District promotes the sustainable development of the public legal service system in Jianghan District.
