The Research Of Problems And Measures On Constructing The Public Legal Service System In Guangdong

In the background of the full implementation of the rule of law, all parts of the country have started and carried out the work of constructing the public legal service system so as to make response to the call of the central government and the deployment of the Ministry of Justice. As the frontier province of the reform and opening up, Guangdong Province could be taken as the first to explore legal services in China. It was dedicated to constructing the public legal service system in the earlier time, started a series of constructing work and achieved some initial successes. In the meantime,it played a positive role in the maintenance of basic legal rights and interests of the people, the promotion of the innovation of social governance, the resolution of social contradictions and disputes, the reduction of the mass incidents and petitions,and the maintenance of social harmony and stability. Entering a new stage of the new era, from a higher level to promote the sustainable development in Guangdong would get a far-reaching significance to the development of economic and social services, the maintenance of social harmony and stability, the construction of a peaceful Guangdong and the benefit of the people of the province. It is also necessary to strengthen the research on the construction of public legal service system in Guangdong province. It is hoped that through the construction of public legal service system in Guangdong Province, the author puts forward some personal ideas, and makes the research more timely,targeted and effective.Based on the actual situation of the practice of public legal service system in Guangdong,the author insists on taking the country's relevant policies as a guide and regarding the service-oriented government construction theory and public service theory as a basis,and drawing on the mature experience of public legal services in western countries and some domestic achievements of exploring the construction of public legal services and by taking the logical thinking of proposing problems,analyzing and solving problems,the author also discussed the construction of public legal service system in Guangdong province in detail. The paper gave a comprehensive introduction to the practice course and an overall situation of legal construction of public service system in Guangdong Province, summed up the work of public legal service system in Guangdong province, and analyzed that the top-level design practice operation process of public legal service system is not perfect; it is difficult to meet the practical needs. Meanwhile, the construction management and the operating mechanism in Guangdong province and other issues also need to be improved. The causes of and roots the problems mainly due to the lack of theoretical support,the indifference of government,the insufficient policy support and the scanty work.
