External training education in primary and secondary schools is an important part of education in our country.However,in the process of its development,a series of problems,such as serious unlicensed running schools,false propaganda and hidden safety problems,affect the rights and interests of the educatees at all times.The government should strengthen the supervision and management of the off-campus training market so as to ensure that the primary and middle school students receive the quality training education.In the middle and primary school extracurricular training market in full swing,if we only pay attention to the economy and the growth of the scale,but ignore the cultivation of the market foundation,forget the significance of our own existence,and neglect the social benefits,then we are bound to be unable to strengthen and enlarge.Based on this,this paper combines the market characteristics of China's social transition period,introduces the theory of public management,and studies the supervision of the training market of extracurricular primary and secondary schools in Shenzhen area.It is expected to provide theoretical support for the standardized operation and steady development of the extracurricular training market in primary and secondary schools in our country,and provide effective advice for our government to standardize the operation of the market.Through the empirical investigation of extracurricular tutoring institutions in primary and secondary schools in Shenzhen,it is found that there are some problems existing in the government supervision of training institutions outside primary and secondary schools in Shenzhen,such as the lax supervision of admission and withdrawal,the serious absence of supervision over the teaching process,and the weak supervision of training fees.Lack of supervision and management of practitioners and information release supervision.The main reasons that lead to the problems in government supervision of training institutions outside primary and secondary schools in Shenzhen include: the lack of basis for the imperfect supervision of relevant laws and policies,the cognitive defects of government departments,and the imperfections of the current regulatory system.The supervision behavior is out of order and the supervision means that can be used are single.This is based on the new theory of public administration,In order to improve the supervision and regulation of primary and secondary education and training institutions,improve the market supervision mechanism of primary and secondary education and training institutions,and strengthen the social supervision of primary and secondary education and training institutions,Some countermeasures are put forward to perfect the government supervision,such as standardizing the behavior of the supervision department of the primary and middle school education and training institution and perfecting the open system of market information of the primary and middle school education and training institution.In order to effectively solve the problems existing in the supervision of the training market in primary and secondary schools,the government can ensure the healthy and orderly development of the training market in primary and secondary schools and safeguard the public interests of the people.
