A Study On The Innovation Of Military-civilian Integration Mode For Training Military Talents

Since the 18 th National Congress of the Communist Party of China,the Party Central Committee has established the integration of military and civilian development as a move to rejuvenate the country and a strong military policy.Incorporating the reform of military-civilian integration and development into a comprehensive and deepening reform,the overall layout has been developed,and it has been promoted to the national strategic level,and has been continuously pushed forward.It has formed General Secretary Xi Jinping's major strategic thinking on the integration of military and civilian development.Relying on national education to train military talents as an important embodiment of the integration of military and civilian development,it also ushered in the reform spring breeze,President Xi Jinping stressed at the plenary meeting of the People's Liberation Army delegation at the Fifth Session of the 12 th National People's Congress,the road of relying on national education to train military talents must be continued.At the same time,we must adhere to the leadership demand of the military,focus on the shortage of majors,key universities,and superior disciplines,and improve the level and quality of personnel training.In 2017,according to the deployment of the military reform,no national defense students will be recruited or selected.At this stage,the most representative of the national defense training system that relies on the national education to train military talents has been abolished.How to adapt to the reform situation needs to innovative the mode of military-civilian integration and training of military talents,has important strategic significance for promoting national defense and military modernization.Therefore,studying this issue has important theoretical and practical significance.This paper takes military and civilian integration mode for training military talents as the main research object,through reviewing literature,questionnaires and interviews,this paper reviews the development stage of our military's development of military talents based on national education,and summarizes and analyzes the achievements and main problems of the national defense training system,and introduces the model of the foreign military represented by the US military,which relies on national education to train reserve officers.Using the comparative analysis method,the foreign military relies on the national education to train the reserve officers' experience and practice,combined with the actual situation of our army,draws lessons for the reform and reshaping experience.Finally,from the aspects of top-level design,operation methods and safeguard measures,the paper proposes innovative countermeasures and suggestions for the military-civilian integration and training of military talents.The integration of military and civilians to train military talents should be based on the aim on providing high-quality talents for the army's strength and prosperity,and establish a great national defense concept.Through extensive cultivation,elite training,accurate selection and recruitment,we will select and train elite talents for the military,promote the overall level of national defense education in ordinary colleges and universities,and truly achieve a win-win situation in the military.
