On Studies Of Project Master Order-Mode Training In Xinjiang Military Region

Military continuing education aims to cultivate cadres with knowledge, ability and quality, which will meet the need of military post promotion and talents growth, and the post-oriented vocational education plays a vital role in the military cadres cultivation. Nowadays the continuing education effect of military grass-roots cadres is not satisfying. One prominent problem is the training lacks pertinence; another is the problem of major shifts. This paper puts forward a new mode on military cadres cultivation, that is, the order-mode of training and management. This mode belongs to the continuing education mode, but it is also different from other training mode. The basic difference is the concept of marketing order is introduced into the talents training mechanism. In this mode, an order relationship is established between the employing units and their training institutions. It is a new cultivating mode adapting to the learning army at information age.The new education mode needs the new management mode, and the good education management is the base of cultivation quality. As a relatively mature theory and method system both home and abroad, project management can improve managing quality and efficiency with its systematic process, tool, technique and methods. It is necessary to employ project management method in the military cadres managing either in theory or in practice. Meanwhile, the cultivation of grass-roots cadres has an obvious character of project management and its managing process is similar to the project management process. As a result, the application of project management in the order mode is feasible.This paper analyzes the current talents cultivation in military grass-roots cadres and points out its problems in military continuing education. On studying the talents cultivation theory, the order-mode is put forward to cultivate the military cadres and this mode is further developed into three dimensional elements model. By analyzing the elements model, the general framework on order-mode military cultivation is made. Then by using the project management theory, the implement of order-mode is analyzed and evaluated quantitatively with the demand analysis method and comparative analysis method. In the end, the feasibility and practicality of the order-mode is proved by one cases.
