Military talents training with civil-military education integration becomes a general trend in the world. It is also a very important and inevitable step to solve the problems in our military talents training. Researching military talents training with civil-military education integration is the requirement of keeping up with the trends in the global military development and the needs of our military personnel construction. What we research is of great theoretical value and practical significance for improving the talent-training quality and for constructing and improving the military talents training system combining military and civilian resources.The dissertation starts with analyzing the realistic meaning of training military talents combining army and civilian educational resources, and thoroughly summarizes research actuality at home and abroad. Then the essay introduces basic concepts such as education, military education, military talents training and main theories like systematic theory, civil-military integration theory, which establish the theoretical foundation of the research. Next, the analysis and summary on how some major military powers training military personnel combining army and civilian educational resources give us clues about what we should do to cultivate our own military talents. Furthermore, the dissertation looks back on the history of the practices of Chinese military talents training combining army and civilian educational resources, concluding remarkable achievements and most importantly probing into insufficiencies and problems, such as incomplete legal system, imperfect leadership and management structure, poorly-run operating mechanism, unclear supplying responsibility and low efficiency in training. Based on the study above, the dissertation proposes two training targets, combining efforts to make the country prosperous and the armed forces strong and four principles, demand driving, army dominating, scientific coordinating, quality and efficiency going first. A primary layout is also clearly proposed, which is strengthening the fundament, broadening the scale and genre, improving quality. Finally, the dissertation ends up with six strategies on how to promote the development of military talents training with civil-military education integration, which are, strengthening the idea of integration, perfecting the legal system, improving the leadership and management structure, optimizing the operating mechanism, enhancing talent-training quality and broadening access to training military talents.
