Research On Setting The Public Policy Agenda In China Based On Multi-source Flow Theory

In recent years,China's youth campus safety accidents have occurred frequently and caused more and more serious social impacts.Campus security have become an important livelihood issue for government decision-makers and the public.The policy agenda related to campus security has become a hot issue in our academic research.John Golden's multi-Streams theory provides an analytical framework for the study of public policy agendas in China:social issues float around the society,are expected to enter the policy agenda.Problem streams,policy streams,and political streams flow independently.Once the source of problems or the internal factors of political sources change,it coincides with the emergence of coupling mechanisms and the promotion of policy streams.The policy window opens,and policy entrepreneurs identify problems and make effective use of opportunities.Problem streams,policy streams,and political streams are thus converging,issues enter the agenda,and policies are implemented or changed.Based on the "Eleventh Five-Year Plan",the"Twelfth Five-Year Plan" and the"Thirteenth Five-Year Plan",this paper sorts out the path of the transformation of China's youth campus security policy.introduces the background of policies introduced in different periods,and explores the influencing factors of policy agenda setting in different periods.From the perspective of multi-Streams theory,this paper analyzes the agenda setting process of China's youth campus security policy:from the perspective of the source of the problem,China's youth campus safety accidents have increased exponentially in recent years.And serious school safety focus incidents such as food poisoning and school bullying continue to occur,these issues have attracted government policy makers' attention to campus security issues,making these on the government's agenda.From the perspective of political origin,since the 18th National Congress of the Communist Party of China,the concern of the party and the government on the safety of young people's campus has given direction to the media to guide public opinion.The Perfection of the national emotional expression channel has also reduced the resistance of public opinion to the policy agenda.Through various efforts,policy participants in all aspects of the political source have developed realistic options,and the policy is formed.The party and the government's attention to the issue,the support of the masses for the governance of campus security issues,and the support of improved alternatives,the realization of the convergence of the three sources is a matter of course.Under this circumstance,policy entrepreneurs began to play a game based on their own policy inclinations.The winning policy entrepreneurs will continue to work through lobbying and other means,and finally promote the opening of the policy window and complete the setting of the policy agenda.Through the analysis of the security policy by the multi-Streams theory,we propose a way to optimize the path of China's policy agenda,and provide reference for the future research of policy agenda.First,we should focus on the source of the problem from the perspective of the source of the problem and clarify the government's governance goals.Second,after clearing the government's goals.we should immediately clarify the source of the policy,then formulate and select appropriate alternatives.Third,we should give full play to the superiority of the socialist system,leverage the source of politics,and create a general environment conducive to the setting of the policy agenda.Finally,after the three sources of convergence,we should immediately grasp the opportunity of opening the "policy window" and then play the role of policy entrepreneurs to promote the agenda setting of the jointly.Although the analytical framework of multi-Streams theory has strong explanatory power in analyzing the practice of public policy agenda in China.there are still some shortcomings.When introducing the analysis framework of multi-source flow theory into the analysis of China's public policy agenda,we should also pay attention to:first,the interaction between problem streams,policy streams,political streams and the unique influence of political streams,focusing on problem streams.The guiding role of political streams in the formulation of alternatives by governments and experts;second,the cause of the opening of the "window of policy".In China,the opening of the"window of policy,is different from the unpredictability of the United States.It can predict the opening of policy windows through major political meetings,attention of party and government leaders,and changes in indicators.So that you can better use the opportunity to open the "policy window";third,the gradual progress of China's policy changes under the special background.In the past 40 years of reform and opening up,our society has been in a state of continuous development and the social environment has been constantly changing.Therefore,we should be aware that the realistic setting of the policy agenda for attempting to solve major social problems in one-step is poor,and be supported to base on the current situation of society.Gradually,the target problem will be decomposed,and the target problem will be solved according to the social status of each stage.
