Research On The Setting Of Public Policy Agend A In China Under Multi-source View

As the starting point of policy making,agenda setting studies the process of raising social issues to policy issues and entering the agenda.Optimizing the setting of modern social agenda plays an important role in alleviating social contradictions and maintaining social stability.Multi-source theory holds that policy agenda setting is a complicated process of multi-source coupling and opening policy window.As a representative of contingency and irrational policy research,it fits the diversity and complexity of today's society.However,due to the influence of different systems,the application of multi-source theory needs to be revised in China.Based on this,this paper builds a multi-source model with Chinese characteristics based on the new media era.The case analysis method is used to explore the introduction of school bus related policies,and the integration of its source and flow development,emergencies and policy actors.Research shows that when the focus event opens the policy window,policy entrepreneurs seize the opportunity to merge issues,policies,and political developments to promote the school bus safety policy agenda.The main factors that hinder the setting of school bus safety policy agenda in the process of convergence include the lack of smooth channels for the expression of institutional interests,the lack of benign interaction mechanism in the policy community and the government's focus weak parts ability,etc.Finally,on the basis of case analysis,the paper discusses the optimization of policy agenda setting with Chinese characteristics from four aspects: the identification of policy issues,the collection of policy recommendations,the political level of government handling events and the opening of policy window.The multi-source flow model provides an explanatory perspective for the policy agenda,which is important for the localization of the multi-source flow model in China.The research on multi-source flow model is still in the initial stage,and its localization application and effect test in China need further study.And the logic of policy agenda setting,the formulation and perfection of technology management and its modernization system,and the future development prospect route of policy agenda setting also need to be deeply explored.
