The Effective Citizens Participation In Public Utility Price Hearing

With the acceleration of the construction of democracy and rule of law in China,the democratic consciousness,participation consciousness and participation ability of the general public have been greatly improved,and the public’s willingness to participate in the price hearing of public utilities closely related to their own interests has also become stronger and stronger.In this realistic situation and background,how to better carry out public utility price hearing and promote the effective participation of citizens plays an extremely important role in promoting the maintenance and consolidation of the authority and status of the government in the public mind.And deliberative democracy as an important form of democratic participation,it is based on communication discourse,to admit the existence of multiple interests,and on the basis of this initiative and proposals of the citizen’s voluntary participation,emphasis on public debate between equal citizens,the public interactive communication,public consultation as the core,advocate citizens through public discussion of this form of effective negotiation fully express their opinions and views,and listen to others’ advice during the discussion,give full consideration to the interests of others,the final negotiation to make decisions,to participate in public decision-making through consultation.Based on this,this paper attempts to analyze the combination of deliberative democracy and public utility price hearing,study the issue of citizens’ effective participation in price hearing from the perspective of deliberative democracy,and put forward some targeted countermeasures and Suggestions to improve citizens’ effective participation from the perspective of deliberative democracy.This paper includes an introduction and four chapters.The introduction mainly includes the background of the topic,research review at home and abroad,research methods,research purposes and significance,possible innovations and existing deficiencies,etc.The second chapter mainly involves the deliberative democracy and citizen participation in public utilities price hearing basic overview,including several major concepts(citizen participation,public utilities,price hearing)of the definition,as an important theoretical foundation of the deliberative democracy theory in this paper,the interpretation and deliberative democracy,citizen participation,and the relations between and among the price hearing and analyze the main content of this three parts.The third chapter mainly elaborated the evolution of the public utilities price hearing trajectory and the current status quo,from the "price law" promulgated in 1998,the author put the twenty years of development process is divided into four stages:groping stage(historic places live television),stage(significant national public television),mature(gradual infiltration of deliberative democracy)and the current(deliberative democracy value),and lists in each stage of the typical cases of the most important details and instructions.The fourth chapter is the analysis of the limits of consultative democracy in public utility price hearing,which mainly includes six aspects: the limitation of the subject of consultation,the weak common interest basis of consultation,the limited scope of consultation,the insufficient degree and reciprocity of consultation,the unequal conditions of consultation,and the insufficient rational understanding of consultation.The fifth chapter mainly from promote the concept of deliberative democracy for public utilities price hearing,improve the effectiveness of citizen participation has put forward some Suggestions and countermeasures,mainly including four aspects: the content of the basis of deliberative democracy promotion,the relevant institutional guarantee,negotiate field of deliberative democracy’s own perfect quality improvement,negotiation participants.
