Citizen Participation Research In Public Utilities Price Hearing In Urumqi

Utilities products and services are related to the lives of citizens.The introduction of appropriate citizen participation in the formulation of utility prices has certain positive significance for the scientific formulation of price policies,the effective operation of price policies,and the timely implementation of price feedback policies.Since the promulgation of the Price Law,the number of price hearings held in various places has reached more than 10,000 times.However,it should not be overlooked that there are still many areas in China that need to be improved in the practice of citizen participation in price hearings.How to ensure the validity of citizens' participation in price hearings and ensure the broadness,representativeness and professionalism of citizens' participation in the subject is the key to further improve the system.This article is based on the above considerations.First,the relevant research results are analyzed and analyzed,and the basic concepts of public participation,price hearing,citizen participation and citizen participation in price hearing are defined.Secondly,using interviews and case analysis methods,the paper analyzes the current situation of citizens participating in price hearings in Urumqi from five aspects:subject,scope,approach,degree and process of citizen participation price hearing.In addition,the questionnaire survey method was used to understand the awareness and willingness of ordinary consumers in Urumqi to price hearings.Starting from these current situations,it is found that in the process of citizens participating in the price hearing,there are still problems such as insufficient representation of the participating subjects,less participation channels,deeper participation,and need to regulate the participation process.In view of these problems,on the basis of analyzing the specific reasons,it is proposed that in the citizen participation price hearing,the government should play a leading role,standardize and optimize the process of citizens participating in price hearings,strengthen cooperation with social organizations,and broaden the channels of citizen participation.Suggest.The research in this paper aimsto enhance the breadth and depth of citizen participation in the price hearing in Urumqi and promote the scientific and democratization of price decision-making.
