| As a Participatory democracy scholar, Carole Pateman says that,"true democracy should be the democracy that all citizens directã€full participation in public affairs decision from drawing up the policy agenda to carrying out, participation should be involved. The basic values that the democracy wants to implement such as responsibilityã€compromise〠individual freedomã€the equality of human beings and so on only in the general atmosphere of participation". Therefore, nowadays that material life has a marked progress, citizen participation has been accepted and pursued. In the late20th century, a new democratic theory embarked in Western political academia:Deliberative Democracy Theory, which attracted the attention of our country’s scholars in recent years. They try their best to dig out the essence of the theory and try to bring them into traditional Chinese values as well as the characteristics of the times. The rapid development of Internet has made a dramatic impact on citizen participation:providing a full new environment opening a new program, broadening the channels for citizen participationã€exerting the autonomy and consciousnessã€increasing the participation ability of citizens and raising the breadth and depth of citizen participation.The introduction part introduces the research backgroundã€the status quo of domestic and foreign researchã€the research methods as well as the central conceptions. The first chapter introduces the knowledge and the theoretical basis of the Deliberative Democracy theory and the citizens ’participation in the internet. The second chapter analyzes the current situation of the citizens’participation in the internet, and summarizes the problems. The third chapter, it is the most important chapter of the present work, introduces foreign countries’governance experiences such as the United Statesã€Korea in order to explore ways to solve problems of the citizens’participation in the internet. |
