The Development Of China-pakistan Law Enforcement And Security Cooperation Against The Background Of The Belt And Road Initiative

As China's only all-weather strategic partner,Pakistan occupies a pivotal position in implementing the “Belt and Road” initiative proposed by China.The “China-Pakistan Economic Corridor” is the flagship “Belt and Road” project.However,non-traditional security issues such as terrorism,drug trafficking,and transnational crime in this area have become increasingly serious,posing a grave threat to the security of corridor projects and to the safety of the citizens of China and Pakistan.To ensure the successful implementation of the corridor projects,China and Pakistan have carried out law enforcement and security cooperation and have made some achievement.However,there are still many thorny problems left untackled and the rampant non-traditional threats have yet to be contained.To maintain regional stability and to facilitate the development of the Belt and Road Initiative,China and Pakistan need to strengthen law enforcement and security cooperation.Based on literature review and interdisciplinary research,this study first delineates the evolution of China-Pakistan law enforcement and security cooperation.Then by taking stock of the current cooperation endeavors,the author analyzes the factors impeding China-Pakistan law enforcement and security cooperation.Finally,feasible solutions are offered to strengthen China-Pakistan law enforcement and security cooperation with a view to pushing ahead with the Belt and Road Initiative.The joint efforts include enhancing capacity building,improving law enforcement mechanism,strengthening network security cooperation and paving a solid way for law enforcement cooperation.The thesis is divided into five chapters: The First chapter is an introduction,which covers literature review,research methods and theoretical foundations.Chapter Two delves into the possibility and feasibility of China-Pakistan law enforcement and security cooperation.Chapter Three deals with the evolution of China-Pakistan law enforcement and security cooperation,which falls into three phases—the inception phase,the growth phase and the mature phase.Chapter Four summarizes the current achievements and progress of China-Pakistan law enforcement and security cooperation under different frameworks.Chapter Five is an in-depth analysis of the factors impeding China-Pakistan law enforcement and security cooperation.In Chapter Six,drawbacks in China-Pakistan law enforcement and security cooperation are pointed out and feasible solutions are offered against the backdrop of the Belt and Road Initiative.
