A Study On Community Gridding Governance

China is facing a profound change,social grass-roots governance is showing multi-force cooperation and game.The government is gradually retiring from the helm-in-the-helm position,from a role of all-powerful to a role of a service-oriented.In order to accurately grasp the people's demands and build fine governance,Grid technology is applied to community governance.Since the successful pilot of the Wanm Grid in Dongcheng District,Beijing in 2004 and this area has achieved great results.Now grid-based governance has been spread across the state.In recent years,Jiangsu Province has also gradually implemented the grid management,and put forward the requirements of "one net" and "Five Unity",which is aimed at integrating the multi-party resources and coming out of a characteristic community innovation road.The paper takes the H community of Nanyuan Street,Jianxi District,Nanjing as a case,and uses the qualitative research method to study.The survey found that the H community gridding deployment is still in its early stages and that there are a number of governance issues,including: The burden of the community is heavy and the functional departments are less;The construction of the information platform is not perfect,and the effective sharing of information can not be realized;Large community size and insufficient grid staffing;The clerk's enthusiasm is in low and the service awareness is not strong;The volunteer team is aged and the level of autonomy is low;Lack of consultation mechanism and difficult coordination of contradiction.From the sociological view,this paper makes the following analyze in the gridding governance of the H community.First,the functions of the departments are cross-cutting and the responsibilities are unclear;Second,the system is inert,governance is restricted;Third,the atomization of the grass-roots level,Lack of identity.And put forward five suggestions.One is the process reengineering;Second,the unification of information platform;Third is to expand the size of team to cultivate the professional ability and the etiquette of government affairs;Fourth,perfect the construction of micro-platform;Fifth,to push forward the construction of rule of law in the community.Finally,at the end of this paper to make a reflection and discussion on the reliability and validity of the article.
