Since the reform and opening up,China's urbanization process has made considerable progress,with fewer and fewer restrictions on population migration and more and more inter-city migrants,which is manifested by the fact that a large number of villagers have entered the city and become citizens.On the one hand,this identity transformation provides a broad stage for their personal life,on the other hand,the drastic changes in their living environment also exacerbate their sense of alienation,that is,their original "familiarity".At the same time,part of the urban residents have a single skill,no fixed job,lost a stable source of income,and so on,which all aggravate their sense of alienation in varying degrees.This will undoubtedly put forward higher requirements for social governance and mediation.Chinese society has always had a strong "local atmosphere",combined with the influence of the unit system period,in community governance,"emotion" and "reason" are often more acceptable to residents than "law",and play an unexpected effect."Emotion" and "reason" are both the manifestations of informal governance.Behind them,a dense governance network,continuous social exchange and ingenious institutional arrangements are maintained and supported.The "Karisma" Community elites use their own social capital to solve problems for the mediators,and their success and demonstration role have promoted the widespread trust of the residents in the jurisdiction,greatly enhanced the authority of the community elites,and enhanced the vitality of the residents' autonomy.In the continuous practice of community governance,Community elites constantly innovate governance modes and systems,strengthen governance channels and optimize governance paths internally,legalize,standardize and institutionalize governance,introduce multiple governance subjects to the outside world,integrate resources of all parties,and realize the benign interaction and win-win cooperation of all governance subjects,so their informal governance flexibility and organizational ability are very strong.At this time,community governance technology and strategy operation are supported by Community elites with enhanced authority,multiple mediators,flexible institutionalarrangements and broad trust.This paper holds that the application of community governance technology and strategy is a universal,special and continuous "experimental field" with considerable typical significance,and is also a research object of great tension and value in grassroots governance research.Under the background of the new century,the social structure has undergone profound changes,the differentiation of interest subjects has become increasingly clear,social contradictions and social problems have become increasingly complex.Governance by the government alone will not cover and solve all the problems.The introduction of multi-subject collaborative governance will inevitably bring uncertainty and make community governance more complex.To some extent,the uncertainty brought by the multi-governance subject exceeds the super-stable structure of "local order" and "government and enterprise do everything" under the unit system established over thousands of years.What is the future development path? In order to answer these questions,it is not enough to rely on the existing theories and analytical paradigms of community governance and grass-roots governance.Community governance is a comprehensive application of "emotion,reason and law",which has certain locality.Therefore,it is necessary to explore in the social network,authority,system,social governance,community governance technology and strategy and other dimensions,supplemented by typicality.Practical investigation has certain enlightenment.
