Research On The Construction Of ’3+N’ Community Governance System In C District Of Dalian

In the report of the 19 th National Congress of the Communist Party of China,it was clearly pointed out that "the construction of social governance pattern needs to strengthen the comprehensive construction of community autonomy system and realize the scientific social pattern of co construction,CO governance and sharing".As the core link of grass-roots governance,the content composition of community governance is relatively complex and the workload is heavy.The level of community governance will directly reflect the public service capacity of grass-roots governments.In recent years,district C of Dalian has strengthened the exploration of modern community governance system,and the comprehensive implementation of ‘3+N ’ mode has improved the level of community governance in District C of Dalian,The community governance resources in the region are better applied,and more volunteers,residents and social organizations participate in community governance activities.The‘3+N’community governance model is the optimization path of community governance that should be unswervingly implemented in District C of Dalian in the future.The main content of this paper is the problems and corresponding optimization strategies of community governance in District C of Dalian under the ‘3+N’ mode.It is hoped that this paper can improve the level of community governance in District C of Dalian,fully coordinate community governance resources,further improve the service capacity of government functional departments,and realize the full autonomy of the community,Finally,it provides help for the optimization and improvement of community governance system in District C of Dalian.Based on the new public service theory and synergy theory,combined with the questionnaire results,this paper analyzes the problems of community governance in District C of Dalian under the‘3+N’mode,including the reduction of service capacity due to redundancy in management process,the single content of service mode can not meet the needs of residents,the unclear rights and responsibilities of governance organization system,and the reduction of service efficiency The lack of community governance resources leads to great governance pressure.Combined with the problems and governance objectives,this paper puts forward the optimization strategies of community governance in C District of Dalian under the ‘3+N’ mode,including reconstructing the governance management process,improving the comprehensive service ability,shaping the multi service mode,meeting the needs of modern governance,improving the governance organization system,and realizing multi governance and good governance Enrich community governance resources and effectively reduce the burden on the community,hoping to effectively improve the effect of the ‘3+N’ community governance system.
