| In order to deal with the social development crisis brought about by the aging of the population,China has liberalized the restrictions on fertility and encouraged the people to actively give birth to the second child,but the implementation of the new population policy has not achieved the desired results,and the prospects are not clear.The promotion of comprehensive second child policy has put forward new and higher requirements for the current social security system and public service level in China,and it is urgent to construct and perfect the supporting social security system.The author takes social security and social rights as the starting point,combines the reproductive right as the nature and inherent demand of a basic social right,affirms the social value of fertility,and emphasizes the main responsibility of the State in childcare activities.From the point of view of realizing the new population policy goal and perfecting the social security system,using the effective experience and advanced idea of the extraterritorial encouragement of fertility policy,combining with the present situation of China's development and financial ability,this paper proposes to construct the reproductive welfare system which is suitable for the national social and economic level,and to promote the construction of the service-oriented government and the Focusing on reducing the cost of fertility,improving the quality of fertility and optimizing the level of reproductive service as the core,this paper focuses on women,children's rights and interests protection and welfare supply,from the system guarantee,material input,environmental improvement and service optimization and other aspects.We will combine perfecting the system related to fertility with the reform of tax,medical and educational systems,provide practical policy support and social security for the promotion of comprehensive second child policies,further improve the social security system in all aspects and levels of our country. |
