Research On Child Allowance Policy Based On The Background Of Comprehensive Two-Child Policy

Children are the hope of the family and the future of the country.The welfare status of children is an important basis for measuring the welfare development of a country.Since ancient times,China has attached great importance to the education and training of children.The simple concept of children's welfare,such as "the young and the young",has been deeply rooted in people's hearts.Now,the government and society have implemented a series of policies and services to promote the healthy growth of children.China's children's welfare work is gradually moving towards the road of legalization,organization and specialization.With the progress of the times,the changes of family function and structure,the transformation of social structure,and the transformation of environment,etc.,all put forward new requirements and challenges for children's development.Therefore,on the one hand,children's development is a strategic issue for the country's prosperity,and they also become the victims of social changes and family disintegration.No matter children with special needs,such as problem teenagers,orphans and disabled children,poor children,or the vast majority of children in the society,all need more attention and services from the society.At present,China's population structure has changed and the degree of aging is deepening.In order to change this situation,China formally implemented the "comprehensive two child" policy in 2016,but the baby birth rate in the following years is far lower than expected,and the number of children has not seen explosive growth.At the root of the problem,the high cost of children's upbringing,the lack of time and energy of husband and wife,and the absence of children's welfare system are the important reasons for eligible husband and wife to give up their second child.Therefore,it is an important research area to establish the policy of children's allowance for the benefit of all families and children.Guided by the theory of state responsibility,the theory of children's needs,the theory of welfare pluralism,and the theory of welfare economy,this paper uses the literature research method,questionnaire survey method,and comparative analysis method to classify and sort out China's existing child allowance policies,and surveysHulunbeier City,Inner Mongolia.And the demand for children's allowances for ordinary families in Kunming,we found that there is a large gap between the supply of allowance policies for ordinary children and the needs of society.At the same time,the current implementation of child allowance policies has inadequate system design,low allowance levels,inflexible implementation methods,and lack of Social support and other issues.After analyzing the current economic level,child social services,parental work pressure and other problems faced by ordinary families in raising children,the author proposes that the government should innovate the top-level design of the child allowance system,improve the standard of allowances,and expand children Coverage of subsidy policies;implementation of special second child subsidy policies;establishment of dynamic adjustment mechanisms and other recommended measures.The aim is to accelerate the progress of China's child benefit cause from various aspects and angles.It also provides theoretical basis for future research on child welfare and triggers in-depth thinking.
