Research On Xiangtan Targeting Rural Subsistence Allowances And The Corresponding Countermeasures

The Nineteenth Congress of the Communist Party of China(CPC)put "overall planning of urban and rural social assistance system,improving the minimum living security system" as an important content in the report of the Congress.As an important supplement to the social security system,the social assistance system began to push forward at the top level.However,with the development of social assistance system for many years,the relief system has been constantly improved,but how to accurately identify the target of social assistance,how to use the limited social assistance resources for the really difficult masses,how to ensure the fairness and justice of social assistance policies,and how to ensure the efficiency of the use of social assistance funds,has increasingly become an important bottleneck in the development of social assistance system.Since the establishment of the rural minimum living security system in Xiangtan City in 2006,the rural minimum living security system has been steadily advancing,and the number and level of security have increased year by year.However,in the first half of 2017,during the period of cleaning up and rectifying the rural minimum living security system in the whole province,the number of rural residents in Xiangtan City has dropped from 80,000 to 40,000,and the number has dropped by nearly 50%.The working reality shows that the rural minimum living security system "should be preserved".The level of insurance,retrogression,dynamic management and overall consideration needs to be further improved.There are still many problems in the process of policy implementation.Aiming at the problems existing in the targeting of social assistance objects in Xiangtan City,this paper chooses two townships in Xiangtan City as the research object,and studies the targeting of rural minimum living security system objects in the social assistance system.The main research method is to find out the existing problems through questionnaires and interviews,and to analyze the problems from the perspectives of rights poverty,asset construction and public policy implementation.The results show that there are difficulties in quantifying the family economic situation in the targeting process of the low-income rural residents in Xiangtan City.The examination time is too long,the information sharing mechanism is not perfect,the system is backward,and the grass-roots work force is backward.There are a series of problems such as weak quantity and lack of incentive mechanism.For the problems found,this paper puts forward some countermeasures and suggestions from the aspects of system,work force and quantification methods to solve the problems existing in the targeting of the rural minimum living allowance in Xiangtan City.In order to improve the targeting efficiency of the rural low-income insurance target,a solution for reference is put forward.
