The minimum life guarantee system of rural residents as a subsystem of the social assistance system is an important defense of maintaining rights of life of poor people live in rural areas, is an important part of the social assistance system, which is the problem of food and clothing and solve the living problem of rural poor population. Pay attention to the rural poor people out of poverty, is related to people's lives and well-being and social harmony and stability, is the bounden duty of the government at all levels. Since the implementation of the system of subsistence allowances in our country since 2007, it has played an important role in maintaining social harmony and stability, and promoting social fairness and justice. However, the establishment of the minimum living guarantee system of rural residents in China is short, there are still many problems to be solved. Based on the investigation and practice of Zhouzhi County in the town of H in the low object finds the problems existing in the process, directly affect the effective implementation of security policy in rural areas, these difficulties can not be ignored, should be paid attention to.The purpose of this paper is to analyze the problems existing in the process of identifying objects in rural areas, and put forward some ideas and methods to solve these problems. This article from the rural residents of the minimum living security system, the concept of the concept of rural residents to start, analysis of the principles, methods, procedures, procedures. In the determination of the object of minimum standards should be in accordance with the object of the different circumstances of the classification, in a better way to provide more efficient social assistance. For the problem of the still controversial marginalized people from the formation reasons of marginalized people and the current situation of the system of subsistence allowances for the marginalized people to make analysis, can't be included in the discussion of low objects, that China's low system level of assistance is limited, it is difficult to be completely covered, can not only rely on subsistence system to solve all the problems of poverty, poverty should be according to the type of targeted, differentiated to provide relief.
