Study On The UN Policy Towards The Korean Peninsular From Collective Security Perspective (1947-1991)

Based on the examination of the collective security,the paper establishes the analytical framework of it,and discusses the relationship between the collective security thoughts and the United Nations.Hereafter,we deal with the UN policy on the Korean Peninsular during 1947-1991,and divided it into three phases,in conclusion,we close it with the analyses which are based on the collective security theory perspective.In the first place,the paper considers that the UN policy towards the Korean Peninsular experiences three periods during 1947-1991 which have got very remarkable characters,namely Preference for Republic of Korea,Charge and Inching,Facing the Music.And they actually are beginning with only confirming the legality of ROK,transitioning from war approach to political means,finally ending with simultaneous acceptance of requests for going into the UN from Republic of Korea and Democratic People's Republic of Korea.This reflects that the UN policy towards the Korean Peninsular,with time and changing of international political environment,is gradually moving towards essence of collective security which is the original intention of founding of the UN and the fundamental principle that the UN is really truly building on.Secondly,The reasons that the paper divided the the UN policy towards the Korean Peninsular into three phases are respectively based on these three points,firstly,the promotion agency of Preference for Republic of Korea policy is UNTCOK(United Nations Temporary Commission on Korea).As of the ending of the Second World War,the series of actions of the agency have indirectly promoted the significant changes of the Korean Peninsular affairs,such as the establishments of ROK and DPRK and so forth,and paved the way for the introduction of the following UN policy on the Korean Peninsular in next phase.Subsequently the Commission was replaced by UNCOK(United Nations Commission on Korea),UNCURK(United Nations Commission for the Unification and Rehabilitation of Korea)and so on.Secondly,Charge and Inching policy carries on the policy from last stage,and goes through the short brewing in 1949,it eventually has driven the outbreak of the Korean War.Therefore,the United Nations Command and UNCURK have born from this,the United Nations Command represents ‘Charge' part of the policy,while the UNCURK and the like are on behalf of ‘Inching' part of it.And the dissolution of UNCURK in 1973 marks the ending of UN policy towards the Korean Peninsular at this stage.Facing the Music policy,as the natural succession to the last stage's policy,continues to move forward in the direction of coping with the Korean Peninsular affairs in objectivity and neutrality,then finally ends up with the simultaneous acknowledgement of both ROK and DPRK regimes' legitimacy,and allows both sides enroll in the UN together as the direct manifestations of UN policy on the Korean Peninsular in this phase.Lastly,the paper figures that bipolar power system is obviously not apt for the operation of collective security mechanism,from the concrete practice perspective of the UN policy towards the Korean Peninsular,while multipolar power system is fitter for the operation of collective security mechanism.Accordingly,promoting the establishment and stability of mulitipolar international system,will be beneficial to the better safeguarding of Chinese national interests in the new era,also benefit the more effective maintenance of collective security within the UN framework.The paper has used historical document analysis,case study,historical comparative analysis as its main research methods in the writing process.
