Research On The Public Opinion Guidance Mechanism Of The Government In Dealing With Emergencies

With the rapid development of society,the number and influence of emergencies are also increasing.With the continuous improvement of information network technology,various channels and methods of information communication have undergone tremendous changes.Public participation in public opinion is also increasing,and the situation of public opinion is becoming more and more complex.As the leading body of the guiding mechanism of public opinion,the government should strengthen the guidance of public opinion in response to emergencies and emphasize the role of the leading body.This is not only the inevitable requirement for the development of the new era and the construction of a new pattern of public opinion guidance,but also the urgent need to safeguard national security and consolidate the ruling position,as well as the realistic demand for resolving domestic contradictions and building a harmonious society.From the formation factors and damage characteristics of emergencies,it is easy to produce significant public opinion and destroy social solidarity and stability,such as heavy casualties,huge economic losses,serious psychological impact and lasting environmental damage caused by emergencies.As the main body of public opinion guidance in emergencies,the government plays a leading role in guiding the public and uniting other leading bodies.It plays a leading role in the process of topic initiation,topic interaction and feedback.In order to further understand the effect of the government's public opinion guidance in dealing with emergencies,this paper finds that the government's public opinion guidance mechanism in dealing with emergencies is not perfect,mainly manifested in the inadequacy of traditional media guidance,the lack of laws for information dissemination,the negligence of public opinion,the imperfection of monitoring and early warning system,etc.Generally speaking,the reasons for these problems are as follows.There are many aspects,including unclear management subjects,wrong management concepts,imperfect guidance team,and the way of guidance to be improved.Based on the above research,this paper puts forward the optimization path of public opinion guidance mechanism for emergencies: first,to build a complete public opinion monitoring and early warning and analysis mechanism,including information monitoring and collection system,public opinion analysis and judgment system and crisis early warning and pre-control system;second,to improve the information release mechanism for emergencies,mainly in three aspects: timely release of information,accurate target population,and true release of content.Thirdly,strengthen risk communication and joint governance mechanism,including strengthening the ability of public opinion guidance and communication,strengthening joint governance;fourthly,ensure the proper handling and accountability mechanism of negative reports,including proper handling of negative reports,establishing accountability legal system,creating a social atmosphere of public supervision;fifthly,innovate social mobilization and psychological intervention mechanism,mainly including improving government administration.The credibility of government,the training of opinion leaders of government civil servants and the construction of psychological intervention system.The innovation of this paper is mainly embodied in the interdisciplinary application of the theoretical knowledge of communication,journalism,public management,e-government,computer science,disaster and other disciplines,the formation of IGA cycle formula based on agenda-setting theory,and the proper handling and accountability of public opinion monitoring,early warning and analysis,information release,risk communication and interaction,and negative reporting.Five aspects of social mobilization and psychological intervention have improved the construction of public opinion guidance mechanism,which has positive significance for the government to further respond to public opinion guidance of emergencies.
