The Research On Improvement Countermeasures Of GD Province Prison Enterprise Management Mode

Prison enterprise is a public management department,not only as the carrier of prison labor reform criminals,but also as a special state-owned enterprise..It not only provides many jobs for law offenders,develop their learning and working skills,help criminals to enhance the degree of socialization,but also created amount of social wealth,which support the national economic construction strongly.In 2008,GD povince officially rolled out the reform of the prison administration.However,due to some remaining unsolved questions,also with the poor legislation enforcement,the purpose of “seperated prison and enterprise” has not been fully finished.Therefore,prison enterprises has to abide by the existing laws and regulations to reform,keep its special statedowned quality mean while transform to a meet the domestic marketing economic requirements.This research analyze the problems and causes of GD province prison enterprises management reform.The functions of prison enterprises in GD Province exist such phenomena as "offside" and "vacancy",unreasonable industrial structure,imperfect human resources management and inadequate state policy support for prison enterprises.On this basis,using the method of SWOT comprehensive analysis,this paper puts forward the improvement countermeasures of prison enterprise management in GD province.This research consulting advanced and mature experiences and models of foreign prison enterprises management system,to provide GD province prison management more quasi-administrative and scientific reform strategies.Enact specific laws and regulations to provide an orientation of prison,adjust prison enterprise industrial structure,improve the prison human resource management,and strive for national policy support for prison,and to create a more stable social environment and accelerate the process of social civilization make solid foundation.
