?The 13 th five year national food safety plan?emphasizes the establishment and improvement of the system of upper and lower linkage,social cooperation,coordination,publicity and guidance.So far,the supervision concept of food safety has changed from "government responsibility" to "social governance".In the face of many challenges,such as internal epidemic prevention and control without reducing pressure,external international friction without reducing fever,we must further improve the food safety supervision system to achieve dynamic and long-term supervision of food safety.Based on the case study of food safety supervision in Hongze District of Huai'an City,this paper concludes that the main pressure of food safety supervision is concentrated in counties and grass-roots streets.In such areas,there are many disadvantages,such as insufficient supervisors,unreasonable division of rights and responsibilities,backward supervision methods,lack of service awareness,mismatching of professional ability,and difficulty in dealing with emerging problems,It is urgent to introduce the "social governance thinking" of multiple participation.From the perspective of social governance,taking Hongze District of Huai'an City as the sample point,this paper systematically investigates the specific status quo,basic characteristics and existing problems of the supervision of local regulatory departments,the implementation of corporate responsibility,the development of social organizations,and the participation of the masses.Through the research on the generation mechanism,operation mechanism,and social impact of typical cases,this paper deeply analyzes the regulatory departments of local governments,the implementation of corporate responsibility,the development of social organizations,and the participation of the masses In order to solve the problems existing in production and business units,social organizations and the public,the paper tries to improve the food safety supervision system in Hongze District of Huai'an City by using the social governance theory.Under the premise of giving play to the core role of government regulatory departments,we should try to form a food safety regulatory pattern under the co governance of enterprises,social organizations,the masses and other multiple subjects,and constantly improve the regulatory level and efficiency by optimizing regulatory concepts,methods and mechanisms.Through the study of social governance to make up for the lack of the "three in one" regulatory system,not only can enrich the theoretical knowledge and regulatory approaches of food safety supervision,but also has a certain practical significance to enhance the ability of food safety supervision in Hongze District of Huai'an City and improve the relationship between the government and enterprises,social organizations,the masses and other subjects.
