Food safety supervision is one of the difficult problems faced by people all over the world.It covers the production,circulation and consumption of food.It contains or is added toxic and harmful substances that harm or threaten human health,and may lead to hidden dangers that endanger consumers and their descendants or even death.The part of "implementing a healthy China strategy" in the report of the 19 th National Congress of the Communist Party of China highlights the elaboration of "implementing a food safety strategy to make people eat at ease".In other words,"food safety" has evolved from a simple social problem to an organizational structure with complex social goals,rising to a strategic height of common governance of the whole society.This paper discusses the current situation of food safety supervision from the point of view of public management and the existing problems and put forward a more scientific and rational countermeasures and Suggestions,which will give the government departments,social organizations,network public opinion and social public in ensuring food security to provide feasible path,has reached to the overall development of man,the purpose of economic development and promote social stability.Based on food regulation from the perspective of public management,this paper introduces the background and significance of the research in detail in the introduction,summarizes the domestic and foreign research,elaborates the existing research ideas and methods,and explains the innovation points and shortcomings of the paper.The second chapter mainly introduces the basic concepts and theoretical basis of food safety supervision and public management theory,including the basic concepts of food safety and its supervision,information asymmetry,government failure,public management and other theories.The third,fourth,fifth and sixth chapters are the core of the paper.Based on the investigation and research of huai ’an city,the author explains the existing problems and analyzes the reasons for the current situation and limitations of food safety supervision by the "transparent co-governance system for food safety" and other social supervision forces.In reference and learning the developed countries and developing countries on the basis of the experiences and lessons,in huaian construction optimization under the perspective of public management explores the food regulatory system,the government leading,responsible production operators,media,consumers supervision,industry association to participate in the public management mode of food regulation system construction of a detailed description.Chapter seven is the conclusion,prospect and acknowledgment of the thesis.Taking huaian food regulation of the actual,for example,through to the "food safety transparent work system",find out the deficiencies and improvement,through the introduction of public management thinking,from the society,should the condominium concept,for the construction of public management under the perspective of food regulation gives reasonable Suggestions.
