Migration involves social,economic and environmental issues in resettlement areas and their neighbourhoods.Therefore,it is necessary to properly resettle reservoir migrants and to solve the problem of migration development.Since 1976,China has promulgated regulations and laws on land expropriation,migrant resettlement,late-support and so forth.The Decision of the State Council on Amending the Regulations on Land Expropriation Compensation and Resettlement for Large/Medium-Sized Water Conservancy and Hydropower Project Construction clearly points out that the whole process of reservoir resettlement and late-support is under the state's supervision and assessment.It is worthwhile to study the methods of assessing the implementation effect of reservoir resettlement late-support policy which influences the very interests of people in resettlement regions.It is a systemic problem to evaluate the effect of implementing reservoir resettlement late-support policies,which calls for the establishment of an appropriate assessment index system.Through consulting various documents about index screening,resettlement monitoring and assessment,this paper formulates the principles of index screening.By consulting experts and scholars as well as a series of documents such as Index System for Monitoring and Assessing the Implementation of Late-Support Policy in No.1033 Central Document,a more scientific and reasonable assessment index system for the implementation effect of reservoir resettlement late-support policy is established,which covers five aspects:economic level,resource ownership,living conditions,infrastructure,population quality and social security.Given the actual situation of a selected project,the index importance is ranked by consulting professionals and migrant workers.The Analytic Hierarchy Process is employed to calculate the index weight,and then the Entropy Weight Method is used to revise the initial weight,leading to more objective and reasonable index weight coefficients.On the basis of extension theory,this paper analyses the current use of the correlation function,and points out the errors in citation and its defects.Then improvement is made to develop a new correlation function model.The classification criteria,index weights and measured data from an existting example applied to the improved model.The assessment results of eight samples are completely consistent with those from the example,which verifies the effectiveness and feasibility of the improved correlation function model.This paper selects the 2016 project of monitoring and assessing the implementation of reservoir resettlement late-support policy in Chengcheng County of Shaanxi Province for case study.In light of the local social and economic situation,the assessment criteria of each index in the assessment index system are established.The assessment results are divided into five grades,which are excellent,good,average,poor and awful.With measured data form the project,the improved correlation function model is applied to produce the results(using Excel and MATLAB for calculation),which are in line with the actual situation of the project.It shows that the extension correlation function is suitable for evaluating the comprehensive effect of late-support for large/medium reservoir resettlement.And after the implementation of the three-years effect comparison,from the results,the county late-support projects effect is good,and from the results of the secondary indicators,it can be seen which specific project benefit is more obvious,providing a reference for policy formulation.
