Study On The Evaluation Of The Late Support Effect Of Reservoir Resettlement In Henan Province

For the construction of the reservoir project,broad masses of immigrants,in order to the take the overall situation into consideration,moved out of their ancestral homes at the expenses of the benefit of themselves,which win the respect and attention of the society.However,due to the relocation,their living environment and production conditions have changed.In order to accelerate the development of reservoir migration,some related policy like Implementation plan for improving the later support policies for resettlement of large and medium-sized reservoirs in He Nan province and Notice on implementing Circular on promoting the economic and social development of the reservoir area and the resettlement area issued by the National Development and Reform Commission and other 14 ministries and commissions have been instituted.Through the later support for reservoir rural migrants for up to 20 years,the living standard of migrants gradually reached the average level of rural resettlement.From the perspective of fairness,this paper studies the evaluation method of reservoir resettlement support policy in later period.Firstly,it introduces the theoretical basis of equity,reservoir resettlement and so on,analyzes the basic situation,current situation and supporting policies of reservoir resettlement in Henan province;secondly,it puts forward the evaluation index system of the support policy of reservoir resettlement in the later period based on equity theory,based on this,the multi-level weighted average method is used to evaluate the support policy of reservoir resettlement in the later period;thirdly,based on the method of this paper,the author makes a quantitative evaluation of the support policies for reservoir resettlement in Henan province in the later period;the results show that in the vast majority of cases,these policies have worked well,but there are still some problems in the process of implementation in some special areas;finally,based on the work of this paper,the improvement and optimization direction of reservoir resettlement support policy in the later stage is given.By evaluation analysis,ti is concluded that the supporting policies of reservoir immigrants in the later period of the province accord with their yearning and needs for a better life,it has played a significant role in improving the living conditions,living environment and basic security of the reservoir migrants.But there is still insufficient support for the income growth of reservoir immigra,there is insufficient support for the housing improvement of reservoir migrants,insufficient support for reservoir migrants travel,the support to the living quality of reservoir immigrants is not enough,differentiation of reservoir immigration accurate enough support and so on five aspects.In view of these problems,five Suggestions for policy improvement are put forward: 1.in the later stage,supportive policies are inclined to increase the income of reservoir immigrants;2.improve the policy of supporting housing security in the later stage;3.improve diversified and targeted late-stage support policies;4.Promote the elaboration of support policies in the later stage;5.Improve the level of policy supervision.
