At the moment,human society is going through various of crisis.Frequent natural disasters have also put the global community at risk.In recent years,China has struggled with a series of natural and human-made disasters such as the snow disaster and Wenchuan earthquake in 2008,the rainstorm disaster in Xingtai on July 19th,the accident on the railroad between Ningbo city and Wenzhou city,the oil pipeline explosion in Qingdao on November 22nd,and the explosion in Tianjin on August 12th,all took a heavy toll on the country's social order,properties and human safety.President Xi Jinping delivered a speech at the 40th anniversary of Tangshan earthquake relief and building a new Tangshan.He said that disaster prevention and reduction concerns life and property safety,and social harmony and stability,it represents an important part that measures a party's leadership,tests a government's executive capability,judges a nation's ability to mobilize its people and demonstrates nation's national cohesion.This sets higher requirements for the country to increase disaster risk literacy,disaster relief and health literacy and safeguard personal and social security.In the meantime,Japan,Chinese neighbor separated by sea,is also a disaster-ravaged country,as it has to undergo 20%of earthquakes magnitude 6 or above worldwide,natural disasters such as hurricane,tsunami and snow disaster and accidents such as nuclear leakage,marine pollution and road accident.However,as Japan remains committed to increasing disaster relief and health literacy featuring prevention,risk avoidance,self-rescue,mutual aid and disaster reduction,it finally establishes an effective disaster prevention and relief system,making its people calmly react to various disasters,face fewer casualties and damages after disasters and go back to daily routine soon.Thus,the paper takes disaster prevention and relief literacy in Japan and its system building as its research targets,and sorts out best practices about them in following areas such as people who access disaster prevention and relief literacy,the way the country makes disaster prevention and relief literacy accessible and security system after disasters.In addition,the paper analyzes what China has yet to do in increasing disaster prevention and relief literacy.After discussing China's national reality and whether Japan's best practice can be available in China,the paper summarizes that China must improve the system of increasing disaster prevention and relief literacy by improving laws and regulations,building strong talent pools and innovating implementing measures,and learning from China past disaster prevention and relief experience,so as to increase people's ability to react to disasters and fully protect their personal and social security and their well-being.
