A Trial Exploration Of Urban Flood Disaster Emergency Management In Our Country

Natural disasters, especially flood disaster has been harming global human society,it brings huge property and life loss to human beings every year. Most regions of Chinaare subtropical monsoon climate, which are for a long time under the influence of flooddisaster and threat. Especially under the background of global climatic variation in therecent years, the southeast coastal cities of China have encountered many heavy flooddisasters. Cities are the places of high concentration of population, highly developedeconomic; the property and life loss caused by flood disaster is more serious,emergency management would also be more difficult. Therefore, the related study ofurban flood disaster emergency management is one of important topics of public crisismanagement research and has a strong practical guidance to our urban disasteremergency management in future.This paper describes the mode and experience of related urban flood emergencymanagement in a few foreign developed countries, then combine with city flood disasteremergency management situation in Guangzhou to make a comparative analysis of theinfluence factors of urban flood disaster emergency management, finally put forwardsome advices and measures to perfect our city flood disaster emergency management,such as perfecting the urban flood disaster emergency plan, strengthen the cooperationand coordination between the departments and other organizations, perfecting relatedflood emergency laws and regulations, and ensure the openness of flood emergencyinformation, implement psychological intervention and psychological assistance whenin flood emergency, strengthen the ability of disaster prevention knowledge of peopleand emergency propaganda education..The paper has six parts. The first part introduces the research purpose and meaning,the domestic and international research situation and research methods of paper. Thesecond part analyzes the urban flood disaster theory and emergency management theory. The fifth part introduces he cityemergency management mode of three foreign cities, e.g. New York, London andNagoya. The last part puts forward some suggestions to improve our country’s urbanflood emergency management ability.
