Research On The Existing Problems And Countermeasures Of Flood Disaster Emergency Management In Dandong City

Fighting against natural disasters is a long-term issue for human survival and development.China is a country with frequent flood and waterlog disaster.Flood and waterlog disaster has caused severe harm to the development of China's social economy and the survival of the people,resulting in huge loss of life and property.The prevention work of flood and waterlog disaster faces severe challenges.The public's requirements for prevention and mitigation of disaster are extremely urgent.Therefore,it is urgent to comprehensively improve the emergency management capability on flood and waterlog disaster.At the third meeting of the Central Finance and Economic Committee held in October 2018,General Secretary Xi Jinping made an important speech on improving China's capability to prevent and control disaster.This speech raised the prevention and control of natural disasters to a strategic height that is crucial to realizing the great rejuvenation of the Chinese nation.Dandong City is the region with the most precipitation in Northeast China,its average annual precipitation has accounted for 70% of the precipitation in Liaoning Province.It has been affected and threatened by flood and waterlog all year round.In addition,the annual losses caused by flood and waterlog disaster in Dandong City are becoming more and more serious due to the small urban area,large population density and the gradual accumulation of social resources and wealth.There are many shortcomings in the emergency management of flood and waterlog disaster.So that it's extremely urgent to improve the emergency management capability of flood and waterlog disaster in Dandong City.Based on the correlative theories of public crisis management,natural risk management and the basic theory of government functions,this paper found that the emergency management of flood and waterlog disaster in Dandong City has many problems in terms of organizational structure,prevention and early-warning,publicity and education,emergency protection,and social forces through the research methods of literature research,case analysis,comparative analysis and questionnaire survey.This paper analyzes the causes of the problems in emergency management on flood and waterlog disaster in Dandong city and introduces the successful experiences of emergency management on flood and waterlog disaster in typical cities at home and abroad.In this way,the emergency management level of flood and waterlog disaster in Dandong City will be improved and the social development environment will be safe and stable.By research and analysis the emergency management experiences of foreign flood and waterlog disaster,the paper aims to improve the emergency management of flood and waterlog disaster in Dandong City,such as strengthening the construction of flood prevention organizations and talent teams,the study is aiming to improve the prevention and emergency management on flood and waterlog disaster and the capabilities of early warning,raise the public awareness of disaster prevention and mitigation,complete the emergency management and protection system on flood and waterlog disaster and mobilize social forces to participate in the emergency management of flood and waterlog disaster.In this way,the emergency management level of flood and waterlog disaster in Dandong City will be improved and the social development environment will be safe and stable.
