In the process of disaster prevention,grass-roots government is undoubtedly the primary responsibility subject in the front line.The disaster management ability of grass-roots government is directly related to the safety of the people,especially the people affected by the disaster,and to the development of production and life and social stability of a region.The focus of grass-roots government in disaster prevention and mitigation is the establishment and improvement of the defense system.Miaozi town in Qingzhou City experienced the "Rumbia" flood disaster in 2018,the consequences are undoubtedly serious,but the early warning,rescue and reconstruction mechanism system built for the disaster situation provides us with many experiences and enlightenment,which is worth summarizing,thinking and borrowing.This paper takes the disaster relief and disaster reduction ability of the grass-roots government as the research object,understands the relevant research on the disaster relief and disaster reduction ability at home and abroad through the literature,summarizes and analyzes the current situation and limitations of the disaster relief and disaster reduction ability of the grass-roots government in China,and takes the actions taken by the government of Miaozi town in Qingzhou City to resist the typhoon "Rumbia" as the starting point to set up the early warning,deal with the disaster situation and deal with the heavy disaster in Miaozi town Based on the analysis of Miaozi town government’s measures and problems in the process of disaster relief and reduction,the paper analyzes the factors that cause the problems,summarizes and puts forward some suggestions suitable for the grass-roots township government’s disaster relief and reduction,and provides the corresponding theoretical reference for the grass-roots government to deal with natural disasters in the future.
