Research On The Problems And Countermeasures Of Local Governments Purchasing Public Services For The Disabled People In Beijing

The number of disabled people in China is numerous and the number of disabled people is increasing year by year.To solve the problem such as insufficient and poor quality of public services for the disabled,local governments in China have launched the practice of purchasing public services for the disabled,which has improved the quality of services to a certain extent,however,some new problems have emerged in the process of purchasing services,resulting in the low level of purchasing services and restricting the development of undertakings for the disabled.As early as 2010,Beijing started the pilot work of government purchasing public services for the disabled,as one of the earliest pilot areas in Beijing,Xicheng district's achievements and existing problems in purchasing public services have certain representativeness and typicality for other district governments in Beijing to purchase public services for the disabled.This paper based on new public management theory,new public service theory and welfare pluralism theory,analyzing the practice of Xicheng district government in purchasing public services for the disabled.In this paper,the process of Xicheng district government to purchase services for the disabled is summarized into three stages of the project,namely,the project initiation stage,the project implementation stage and the project completion stage,by analyzing the problems in the three stages,it is found that the government purchase project is unstable,contradiction between supply and demand for services,the government's supervision of the project contract is insufficient,the number of project contractors is small,the scale is small,the ability is weak,and the performance evaluation effect is not good.From the perspective of purchasers,the author found that the government failed to fully investigate and integrate the needs of the disabled,the government's contract supervision capacity needs to be improved,and the government's training of service institutions for the disabled is insufficient.From the perspective of purchasing objects,the paper analyzes the causes of the problems and finds that the service institutions for the disabled are not professional enough and their resource integration ability is insufficient.From the perspective of third-party evaluation,it is found that third-party evaluation institutions are not professional and the evaluation index system is not perfect.Finally,based on the analysis of the case of the purchase of public services for the disabled by the xicheng district government for the representativeness,typicality and inspiration of other districts in Beijing,this paper puts forward the countermeasures and Suggestions for improving the purchase of public services for the disabled by the Beijing municipal government:substitute policy service forproject services,to promote the integration of the disabled needs of expression and supervision,strengthen the government's contract ability,cultivating and developing the service institutions for disabled persons,improve the performance evaluation system.
