Grassroots civil servants is a relative concept.As a main part in the whole civil servants in China,grassroots civil servants is also the mainstream of grassroots administrative human resoures.They are the terminal implementers of national governance activities.Facing and serving grassroots masses directly,grassroots civil servants make great contribution to China's economic and social construction.The rank-position-parallel system was promulgated by the Central Committee of the Communist Party of China,in order to solve the promotion difficulties of county—township civil servants and the deteriorative incentive function of traditional management system for their stability and living improvement.The meanings of the above system are cracking the difficulty of the civil servants promotion comparing to the traditional monorail system,realizing the modernization of state administration and improving the incentive mechanism of grassroots civil servants.In 2015,the government of Guangdong province promulgated implementing of posts and ranks parallel system of civil servants,The government of L city start implementing of the system.Political practice of more than three years has proved that this new system has played a certain incentive function,achieving positive results,but also exposed the deeply-rooted problems.However,problems are still remained to be further studied.This thesis assesses the implementation of posts and ranks parallel system among villages and towns in L city,and identifies its achievements and shortcomings.The thesis also proposes suggestions and visions to further improve the posts and ranks system.in order to thoroughly implement the system,it is necessary to take some further actions,optimizing the top design of the system,adjust the wage structure and wage differentials,improving the performance appraisal mechanism of grassroots civil servant,optimize supervision mechanism,strengthening ethical construction of grassroots civil servants,coordinating public finance guarantee mechanism and so on.
