Research On The Implementation Of Civil Servants’ Position And Rank Parallel System At The Grass-roots Level

For a long time,due to its limited establishment and few leadership positions,the career promotion channels and development space of grassroots civil servants are obviously insufficient,and the promotion channels and development space of grassroots civil servants are obviously insufficient,resulting in low long-term wages and low enthusiasm and initiative of grassroots civil servants.In order to strengthen the care for basic-level civil servants and stimulate the entrepreneurial enthusiasm of basic-level civil servants,an important reform document-"Opinions on the establishment of a system of parallel civil servant positions and ranks in organs below the county" was issued,and the parallel system of civil servant positions and ranks was formally implemented in 2015..With the issuance of the "Regulations on the Parallel Positions and Ranks of Civil Servants",starting from June 2019,organs below the county level will implement new civil servant positions and ranks in parallel.Although the implementation effect of the parallel system of positions and ranks of civil servants has appeared,and a certain incentive effect has been produced,there are gradually some shortcomings and drawbacks in the implementation process.This article takes the 2019 parallel regulations on civil servant positions and ranks as the research focus,and focuses on summarizing and analyzing some of the overall results of the implementation of the parallel system of civil servant positions and ranks in my country,as well as some possible problems in it,and the problems and problems that may arise.An in-depth analysis of the root causes has been made,and some guiding opinions and some suggestions that need to be improved are obtained,which can provide reference and reference for further attention,publicity,and implementation of the parallel system of civil servant positions and ranks in our country.
